REASON FOR MEETING: REGULAR
A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board Of Trustees; Highway Committee; Human Services Board; Land Resources & Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee and Property Committee. No governing body will exercise any responsibilities, authority or duties except for the Finance Committee. It is possible that a quorum on county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

c. Discussion and Possible Action Authorizing to Contract with TelCom Construction, LLC for the Relocation of Sauk County Owned Fiber Optic Cable at the Intersection of CTH BD and N Reedsburg R; and Amend the 2023 Building Services Capital Outlay Budget.
d. Discuss and consider process for allocation of 2024 funds from intergovernmental agreement with the Ho-Chunk Nation.

Others present: Susan Blodgett, Ian Crammond, Anna Cooke, Lynn Horkan, Jessica Machovec, Brent Miller, Steve Pate, Treemanisha Stewart, Tara Thompson
The meeting was called to order by Chair Krueger at 9:00 AM. Certification of open meeting compliance was given. Motion by Eberl, second by Flint to adopt the agenda. Motion carried. McCumber is excused. Motion by Dorner, seconded by Flint to adopt the minutes of the previous meetings from November 2, 2023. Motion carried.

Discussion and Possible Action on Resolution to Accept the Independent Living Support Grant, Authorize the ADRC Resource Specialist being a 1.0 FTE position in 2024 and to Amend the 2024 ADRC Budget.
Susan reviewed the purpose of the Independent Living Support grant with extra funds received for administrative support and the support to authorize a 1.0 FTE position. Discussion followed. Motion by Flint, second by Eberl to accept the Resolution Authorizing the ADRC Resource Specialist to be a 1.0 FTE position and amend the 2024 Budget.
Discussion and Possible Action on Resolution Authorizing the Purchase of a Replacement Electronic Health Records System for the Health Department and Amend the 2024 Budget.
Pate reviewed the purpose for replacing the electronic health records systems and the funding required. Motion by Flint, second by Dorner to accept the funds and approve the Resolution Authorizing the Purchase of a Replacement Electronic Health Records System for the Health Department and Amend the 2024 Budget.
Discussion and Possible Action Authorizing to Contract with TelCom Construction, LLC for the Relocation of Sauk County Owned Fiber Optic Cable at the Intersection of CTH BD and N Reedsburg Road and Amend the 2023 Building Services Capital Outlay Budget.
Crammond reviewed the information regarding the fiber optic change. Discussion followed. Motion by Flint, second by Dorner to Authorize the Contract with TelCom Construction, LLC for the Relocation of Sauk County Owned Fiber Optic Cable at the Intersection of CTH BD and N Reedsburg Road and Amend the 2023 Building Services Capital Outlay Budget. Motion carried.
Discuss and consider process for Allocation of 2024 funds from Intergovernmental Agreement with the Ho-Chunk Nation.
Discussion among the committee on how the funds should be allocated throughout the county $90,239.
Discussion of 2024 County Budget process and looking forward to 2025 County Budget.
Committee discussed the revenue challenges for the 2025 budget.
Presentation of County financial reports.
Horkan reviewed the financial reports through October. Interest rates are still strong, interest on delinquent taxes, and register of deeds fees are on track. Sales tax received in November for September came in at $1,140,000, stronger than previous years.
Treasurers Department Update.
Machovec reviewed departmental activities, financial reports, and investment report. Motion by Flint and second by Eberl to approve invoices in the amount of $147,015.57. Motion carried.
Accounting Department Update.
Horkan reviewed departmental activities and getting ready for the 2024 preliminary audit. The department is preparing for the implementation of the Class and Comp study and year end. Motion by Dorner, second by Eberl to approve invoices of $11,081.01. Motion carried. Motion by Flint, second by Dorner to approve committee payments for $10,258.80. Motion carried.
