HIGHWAY AND PARKS COMMITTEE MINUTES

Meeting of July 11, 2018

 

SUBJECTS FOR DISCUSSION:

 

1.  Meeting called to Order by Chairman Dave Riek.

Present: Peper, Bychinski, Berlin, Lins, and Riek, Gavinski, Stieve, Neumann.

Absent: None.

2.  Adopt Agenda.

Motion by Bychinski, seconded by Berlin.

Motion carried.

3.  Adopt Minutes of Previous Meeting.

Motion by Bychinski, seconded by Lins.

Motion carried.

4.  Public Comment.

Laurie Hasenbalg commented on the ATV Ordinance with recommendations.  Thanked the committee for all the work that’s gone in to it.

5.  Communications.

a.   Update from Economic Development Committee.

            Airport Report.

            Lins gave an update on the Economic Development committee.

            Rob Nurre commented on the Man Mound volunteer issue that hasn’t been

            resolved.  Riek requested this be added to the agenda for next month and possible resolution of the issue.        

b.  Great Sauk State Trail Update.

M Stieve updated. P Gavinski updated. 1/3 rail removed.  P Gavinski sending 2 crews to the trail starting next week.

6.  Department: Parks

a.  Review and Approval of Vouchers.

Motion by Berlin, seconded by Bychinski to approve June 2018 vouchers in the amount of $23,589.40.

Motion carried.

b.  Parks Department Monthly Report.

M Stieve updated committee about ongoing projects.

No action.

c.  Review Parks Department Monthly Financial Report.

M Stieve updated committee.

No action.

d.  Consider Approving Contract with Judd Excavating to Complete Shanahan DamProject.

M Stieve discussed this project. The culvert pipe needs to be repaired.

Motion by Peper, seconded by Berlin.

Motion carried.

e.  Discuss Comprehension Outdoor Recreation Plan.

M Stieve is asking the state to extend the deadline for the rec plan until Dec. 2019.  Current plan expires 2018.  Riek asked that public input be included in the 5 year plan.

No action.

f.  Update on White Mound Campground Improvements.

M Stieve updated committee.  The highway department completed 7 campsites and if time permits this fall, M Stieve has money left in the budget to complete more campsites.

No action.

g.  Update on White Mound Community Building.

M Stieve updated, Friede set walls on Monday and concrete was poured.

No action.

h.  Discuss, Slow – No Wake, on White Mound Lake

Shawn Neverman conferenced in and felt there wasn’t too many issues from what he’s witnessed however, he hasn’t been at White Mound too much this year.  Shawn suggested buoys being added. Matt will look into the costs.

i.  Discuss 2019 Parks Department Budget.

M Stieve updated the committee and went through preliminary budget numbers for 2019.

7.  Department: Highway

a.  Review and Approve Repealing and Recreating Chapter 15 of the Sauk County Code of Ordinances Pertaining to All-Terrain Vehicle (ATV) and Utility-Terrain Vehicle (UTV) Trail Crossings and Routes on County Highways in Sauk County, and Amending Chapter 20 to Reflect Numbering Changes.

Lins asked about the criteria for public input.  Discussion took place.  Bychinski and Lins moved to postpone.  P Gavinski will discuss with corporate counsel the changes and will bring back to committee in August.  Peper voted against.

b.  Review and Approval of Vouchers.

Motion by Peper, seconded by Lins to approve June 2018 vouchers in the amount of $155,174.03.

Motion carried.

c.  Highway Department Monthly Report.

P Gavinski updated on completed and current projects.

No action.

d.  Review Highway Department Monthly Financial Report.

P Gavinski updated committee.

No action.

e.  Local Bridge Program Update.

P Gavinski received funding approval on CTH W and CTH B.

No action.

f.  Bridge Inspection Update – MSA.

MSA discussed what MSA offers and available to Sauk County.

No action.

g.  USH 12 Project Update – Discussion and Possible Approval of Detour of CTH C.

P Gavinski updated committee on proposed construction detour routes.  Committee left it to Pat to explore options and are leaning towards going with the detour route the state sets up.

No action.

h.  Discussion on Transportation “Just Fix It” Campaign.

Committee discussed and decided it was already approved in 2016, resolution 131-16 and there was no further discussion needed or action.

No action.

i.  Review and Approve Bids Submitted for Roadside Mower.

Motion by Bychinski, seconded by Lins

Mid-State Equipment with option, total of $90,360.

Motion carried.

j.  Review and Approve Quote for New Vacuum System for Routers.

Motion by Lins, seconded by Peper to approve 2 routers, one for $15,928 and one for $22,088.

Motion carried.

k.  Update on 2018-2019 Salt Prices.

P Gavinski will explore options to possibly work with Columbia County for 2019-2020 Salt Bids to get better pricing.

No action.

l.  Discussion of 2019 Budget.

P Gavinski discussed the preliminary highway budget.  P Gavinski and S Neumann will continue to make changes as they are waiting on bridge aid numbers from townships.
