1. Meeting called to Order by Chairman Dave Riek.
Present: Peper, Bychinski, Berlin, Lins, Riek, Gavinski, Stieve, Neumann, Larry Volz, Ed Brooks, Richard Fish, Marty Krueger, Robert Spencer, Laurie Hasenbalg, Russell Hasenbalg, John Krueger, Bryant Hazard, Tim Damos, Don Fleming, Chuck Spencer, John Traxler, Jay Schwach, and Bill Devault.
Absent: None.
2. Adopt Agenda.
Motion to a 3 minute time limit per individual on public comment.
Motion by Bychinski, seconded by Berlin.
Motion carried.
3. Adopt Minutes of Previous Meeting.
Motion by Lins, seconded by Berlin.
Motion carried.
4. Public Comment.
Dick Fish extended his appreciation to the Highway Department for outstanding response to the difficult flooding situation. Laurie Hasenbalg echoed D Fish’s comments.
5. Communications.
Riek received 3 correspondence letters and were on Granicus.

b. Great Sauk State Trail Update.
P Gavinski updated committee on remaining rail and tie removal. Due to flood work, fencing on Tier 1 has not been completed. M Stieve mowed Tier 1.
6. Department: Parks
a. Review and Approval of Vouchers.
August 2018 vouchers $184,922.66.
Motion by Lins, seconded by Bychinski to approve August 2018 vouchers for the total amount of $184,922.66.

b. Parks Department Monthly Report.
M Stieve gave an update.

c. Review Parks Department Monthly Financial Report.

d. Consideration of Special Event Permit.
Motion made to approve Zeman Brothers Special Event Permit for run/walk fundraiser.
Motion by Berlin, seconded by Bychinski.

e. Discuss Dams.
M Stieve gave an update.

f. Update on Capital Improvement Projects.
M Stieve has 2 Construction In Progress/Process.
1) Campground Improvements – No Change.
2) White Mound Building – Miscellaneous Change Orders.
g. Discussion and Possible Re-Approval of 2019 Parks Department Budget.
Motion to approve budget with changes of $5,000 Revenue from White Mound and adding $106,500 for the Snowmobile Bridge Grant.
Budget approved - Motion by Bychinski, seconded by Peper.
Motion carried.
7. Department: Highway
a. Review and Approve Repealing and Recreating Chapter 15 of the Sauk County Code of Ordinances Pertaining to All-Terrain Vehicle (ATV) and Utility-Terrain Vehicle (UTV) Trail Crossings and Routes on County Highways in Sauk County, and Amending Chapter 20 to Reflect Numbering Changes.
Comments and suggestions were discussed on changes to the Ordinance. Pat will get changes to Corporation Counsel. Motion by Bychinski and seconded by Lins to move forward with changes and bring back to Highway Committee and County Board in October.
Note: Ordinance didn’t meet the 2 week deadline due to changes from Corporation Counsel.
b. Open Bids for One (1) Brush Chipper at 9:30 a.m.Review and Approve Resolution Accepting Proposal for One (1) Brush Chipper.
Motion by Peper, seconded by Berlin to accept low bid from Vermeer Madison. Vermeer Brush Chipper BC1800XL for $58,275.00.
Motion carried.
c. Consider bids for the Asphalt Paving Construction pertaining to the Great Sauk State Trail project at 9:30 am.
Motion by Lins, seconded by Berlin to accept bid from Scott Construction for 2.5” Material at $265,629.60.
Motion carried.
d. Consider bids for the Salvage Material/Other Track Material pertaining to the Great Sauk State Trail project at 9:30 am.
Motion by Peper, seconded by Berlin to accept bid from Runick Metal Recycling for $234.00 per ton net on Rail, $245.00 per ton net for Other Track Material.
Motion carried.
e. Review and Approval of Vouchers.
2 Batches. August 2018 vouchers of $1,250.00 and $372,653.49.
Motion by Lins, seconded by Berlin to approve August 2018 vouchers in the amount of $1,250.00. Motion by Peper, seconded by Lins to approve August 2018 vouchers in the amount of $372,653.49.

P Gavinski gave update. Discussed John Krueger water/culvert issue, water ponding on property. Pat will compile data and bring back to Committee at a later date.

h. Review and Approval of 2019 Highway Department Budget.
Motion by Bychinski, seconded by Berlin to approve 2019 as presented.

P Gavinski updated Committee on discussions regarding Moving Centerline on Main Street.

l. Discussion and Decision on CTH W Frost Free Hydrant and Well Pit.
Committee asked P Gavinski to explore making KD Ranch move the well. P Gavinski will discuss with Conservation, Planning and Zoning to make sure we are taking the correct steps.

m. Review and Approve Resolution Commending Rick DeMars for Years of Service.

n. Update on Flooding Damage and Funding.
P Gavinski gave update on Flood work completed, status of roads and work we need to complete.
