Meeting of October 10, 2018

 

SUBJECTS FOR DISCUSSION:

 

1.  Meeting called to Order by Chairman Dave Riek.

Present: Peper, Bychinski, Berlin, Lins, Riek, Gavinski, Stieve, Neumann, Richard Fish, Marty Krueger, Robert Spencer, Laurie Hasenbalg, Russell Hasenbalg, and Don Fleming.

Absent: None.

2.  Adopt Agenda.

Motion by Bychinski to move Item #6 to the first agenda item, seconded by Berlin.

Motion carried.

3.  Adopt Minutes of Previous Meeting.

Motion by Lins, seconded by Berlin.

Motion carried.

4.  Public Comment.

None.

5.  Communications.

a. Update from Economic Development Committee.

Airport Report.

Lins gave an update.

b.  Great Sauk State Trail Update.

P Gavinski updated committee – ½ mile of base to finish. Scott’s Construction hopes to come next week to pave.  M Krueger updated Committee on the stewardship grant that was approved for $200,000.

6.  *Possible Closed Session Pursuant to Wi. Stats. 19.85 (1)(c) Considering Employment, Promotion, Compensation or Performance Evaluation Data of any Public Employee over which the Governmental Body has Jurisdiction or Exercises Responsibility. Performance Evaluation of Highway Commissioner.

7.  Reconvene in Open Session Immediately Following Closed Session.

8.  Department: Parks

a.  Review and Approval of Vouchers.

September 2018 vouchers $93,647.53. 

Motion by Lins, seconded by Bychinski to approve September 2018 vouchers for the total amount of $93,647.53.

Motion carried.

b.  Parks Department Monthly Report.

M Stieve updated Committee on Hemlock Dam issues, will need to be looked at for replacement in the next 5-10 years.

No action.

c.  Review Parks Department Monthly Financial Report.

M Stieve gave an update.

No action.

d.  Consideration of Resolution Authorizing Participation in the County Conservation Aids Grant Program.

Motion by Bychinski, seconded by Berlin.

Motion carried.

e.  Review Chapter 10 Updates.

Discussion only.  M Stieve will recommend changes discussed to take to Corporation Counsel and bring back to Highway Committee in November.

No action.

9.  Department: Highway

a.  Review and Approve Repealing and Recreating Chapter 15 of the Sauk County Code of Ordinances Pertaining to All-Terrain Vehicle (ATV) and Utility-Terrain Vehicle (UTV) Trail Crossings and Routes on County Highways in Sauk County, and Amending Chapter 20 to Reflect Numbering Changes.

Motion by Bychinski, seconded by Peper with two grammar changes.

Motion carried.

b.  Review and Approval of Vouchers.

September 2018 vouchers $243,265.11.

Motion by Peper, seconded by Lins to approve September 2018 vouchers in the amount of $243,265.11. 

Motion carried.

c.  Highway Department Monthly Report.

P Gavinski gave update. 

No action.

d.  Review Highway Department Monthly Financial Report.

P Gavinski gave update.

No action.

e.  Review Screened Sand Quotes for Winter Maintenance.

P Gavinski discussed with Committee.

No action.

f.  Discuss Fall Road Tour Date and Guidelines.

October 24, 2018, 6:30 a.m. at Donnie’s Reedsburg.

P Gavinski will make a list of all the locations and will put an agenda together.

No action.

g.  Discuss and Possible Approval for Highway Department Prescription Safety Eye Wear Reimbursement.

Motion by Peper, seconded by Berlin.

Motion carried.

h.  Discuss and Possible Approval for Highway Department Mechanics Clothing Reimbursement.

Motion by Lins to Accept Proposal from Cintas for Sauk County Highway to take over the account.  Seconded by Berlin.

Motion carried.

i.  Discussion and Possibly Decision on Equipment Crossing Sign on CTH B.

P Gavinski will look into further and report back to Committee.

No action.

j.  Discussion and Possibly Decision on Beam Guard Post Pounder Purchase.

Motion by Bychinski, seconded by Lins – purchase from McFarlane’s for $6,705.

Motion carried.

k.  Discussion and Possible Decision on Loader Attachment Purchase.

Motion by Bychinski, seconded by Peper – purchase from Caterpillar for $3,600.

Motion Carried.

l.  Discussion and Possibly Decision on Work for County Treasurer.

P Gavinski will work with County Treasurer and proceed as needed.

No action.

m.  Review Proposed RFP for the Building Study.

P Gavinski discussed.  P Gavinski will send out RFP.

No action.

n.  Update the CTH V Repair and Selection of Engineering Firm for Design.

P Gavinski discussed options and opened proposals. 

Motion by Lins, seconded by Bychinski for Team Engineering.

Motion Carried.

o.  Review and Approval of Resolution Authorizing Execution of Quit Claim Deed Transferring Right of Way Title to Wisconsin Department of Transportation.

Motion by Peper, seconded by Berlin.

Motion Carried.

P Gavinski will look into if we can receive payment from the DOT (Department of Transportation).

No action.
