1. Meeting called to Order by Chairman Meister. Present: Meister, Peper, Netzinger, Riek.

b. Update on Economic Development Committee.
Brian updated the committee on the Community Liaison starting on April 2, 2018, the logo contest and an update on the Great Sauk State Trail specifically the removal of the railroad bridge. Marty updated the committee on the initiatives with Chippewa County.
6. Department: Parks
a. Review and Approval of Vouchers.
Motion by Riek, second by Netzinger to approve February 2018 vouchers in the amount of $1,082.32.

b. Parks Department Report.
Matt gave an update on the Parks Department. Matt also discussed improving parks output measures in his annual report.

c. Discuss Dams.
Matt updated the committee on the Lake Redstone Dam inspection that takes place every two years. Ayers & Associates will do the inspection. State mandates a staff gauge be installed. Juneau County will be assisting with this. All dams need an Emergency Action Plan per State mandate. CPZ takes care of three PL-566 dams in Sauk County which include the White Mound Dam, Hwy N Dam and the Shanahan Dam. CPZ put out for bid the Emergency Action Plans, new benchmarks and Inspection/Operation Maintenance Plans. MSA was low bid.
d. Review and Approval of Contract with MSA Professional Services, Inc.

e. Discuss County Conservations Aids Grant.
Matt applied for this grant, also known as the Fish and Game grant. The grant was accepted and the funds will go toward the Summer Oaks pier, which was repaired by the Highway Department.

f. Consider Resolution Authorizing Participation in the State of Wisconsin Motorized Recreation Grant Program.
Motion by Peper, second by Netzinger.

g. Review and Approval of Contract with the Association of Sauk County Snowmobile Clubs.
Matt updated the committee that he agreement hasn’t been updated since 1998, therefore, Matt asked if could be renewed by committee.
Motion by Riek, second by Peper.
Motion carried.
h. Review and Approval of Annual Agreement Between the Sauk County Parks Department and the Town of LaValle.
Motion by Riek, second by Netzinger.
Motion carried.
i. Consider ATV and Trailer Purchase.
Matt updated the committee on the request of purchasing an ATV and trailer. Matt received two quotes on units, and the differences were mainly the horsepower and the gauge cluster. The ATV would cost $6,468 for more horsepower and the gauge versus $5,799 for less horsepower and no gauge. The trailer would cost approximately $1,600.
Motion by Peper, second by Meister to approve the 208 CanAm Outlander for $6,468 and the ability to by a trailer to haul it.

j. Update on White Mound Community Building.
Matt stated the project would start June 2018.

k. Review and Approval of Continuing Appropriations/Carry Forwards.
Motion by Netzinger, second Peper.
Motion carried.
l. Consider Transferring Responsibilities, Maintenance and Repair of All of White Mound Drive to the Sauk County Highway Department.
Matt discussed with the committee what the highway department already does and that it makes sense for the Highway Department to take over this section of road which is almost one mile of roadway. Pat is going to look at the funding on this and bring it back to committee in April.

m. Discussion of Oversight Committee for Parks Department.
Marty lead this discussion and asked for the committee’s thoughts on the parks department being with CPZ or staying on the Highway Committee. Consensus of the highway committee was they felt Parks should remain with Highway. Marty thanked everyone for their feedback.

n. Consideration of Resolution Authorizing Sauk County to Build the Badger Unit of the Great Sauk State Trail and Amending the Budget.

Pat reported that Corporation Counsel asked that Committee terminate the agreement at the CTH K/Muchow Pit. Pat will draft a letter.

Pat updated the committee and will move forward with submitting CTH W and CTH B bridges.

Pat will spec out trucks from the Wisconsin State Bid and also local dealers and bring back bids and a resolution for County Board in April.

i. Discussion and decision on request from City of Reedsburg to lower speed limit.
Pat received a call from Steve Zibell, City of Reedsburg to reduce the speed limit to 35 MPH on the city limits on CTH H coming into town. Pat will research this more and will bring back to Highway Committee in April.
j. Review and Approval of Highway Employee 4-10 Hour Day work week schedule.

k. Review Bridge Inspection Contract with MSA Professional Services, Inc.
Pat updated the committee on contracts and what the financial policy states. Currently Highway is exempt from the financial policy in which we don’t need to hire low bid for engineering services.
