A quorum may be present consisting of members of the Aging & Disability Resource Center Committee; Economic Development Committee; Finance, Personnel & Insurance Committee; Health Resources Committee; Land Resources & Environment Committee; Law Enforcement & Judiciary Committee; Public Works and Infrastructure Committee; and Executive & Legislative Committee.  No governing body will exercise any responsibilities, authority or duties except for the Public Works and Infrastructure Committee. It is possible that a quorum of county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel Badke v. Greendale Village Board, Wis 2d 553, 494 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

SUBJECTS FOR DISCUSSION:

 

1. Meeting called to Order by Chairman Brian Peper at 5 P.M.

Members present: Brian Pepper, Kevin Schell, Smooth Detter, Terry Spencer, Tom Dorner, Bryant Hazard, Bob Spencer, and Valerie McAuliffe.

Members Absent: None.

County Employees present: Brent Miller, Patrick Gavinski, Brian Desmond, Jess Machovec, Steve Pate, Kelly Finup, Bill Commings, Phil Raab, and Quintin Bradley.

2. Adopt Agenda.

Motion to adopt agenda by Terry Spencer, seconded by Kevin Schell

Motion Carried unanimously.

3. Discussion and Action Adopting Minutes of Previous Meeting.

a. May 13th, 2024 – Public Works and Infrastructure Regular Meeting.

Motion to approve the minutes from the Monday, May 13th meeting by Kevin Schell, seconded by Tom Dorner.

Motion carried unanimously.

               a. Review and approval of vouchers.

Steve Pate updated committee on their vouchers.

Motion to Approve Monthly Vouchers for $459,658.89 by Terry Spencer and seconded by Bryant Hazard.

Motion carried, while Smooth Detter opposed.

b. Discussion and possible action on parcel 042-0150-000008.

Motion to act on parcel 042-0150-00000 made by Smooth Detter, seconded by Kevin Schell.

c. Discussion and possible action on parcel 006-1055-00000

8. Buildings, Communications/Towers & Landfill

a. Review and approval of vouchers

Motion to pay the vouchers for $283,408.72 by Tom Dorner and seconded by Vallerie McAuliffe.

Motion carried unanimously.

  1. Building Services & Communications monthly update

Bill Commings and Phil Raab updated the committee.

  1. Discussion and possible action to install an interpretive panel on the Courthouse Square regarding the Winnebago wall panel.

Motion to install an interpretive panel on the courthouse square regarding the Winnebago wall panel by Valerie McAuliffe and seconded by Tom Dorner.

  1. Discuss and possible action on using American Rescue Plan Act (ARPA) dollars remaining to replace the office chairs in the County Board room.

Motion to approve the use of remaining ARPA dollars to replace the office chairs in the County Board room by Bryant Hazard and seconded by Valerie McAuliffe.

Motion carried, while Smooth Detter opposed.

Bill Commings and Phil Raab updated the Committee.

9.            Highway

a. Review and approve monthly vouchers.

Motion to approve vouchers for $472,926.21 by Tom Dorner and seconded by Terry Spencer.

Motion carried unanimously.

b. Review of Highway Department monthly reports.

Pat Gavinski updated the committee.

c. Discussion and action on 6-year highway improvement plan.

Motion to approve 6-year highway improvement plan by Smooth Detter and seconded by Tom Dorner.

Motion carried unanimously.

10.         Next Meeting Date and Items for the Agenda (Road/Property Tour Date).

 Next meeting to be July 8th at 5 P.M.
