Meeting Minutes

 

Committee Members Present: Brown, Dederich, Deitrich, Felton, Gavin, Geoghegan, Pate, Wilson, Hameau,

Committee Members Absent: Bailey, Jelinek, Templin,

 

Call to Order: called meeting to order @ 3:00 pm

 

Approve Agenda: Motion by Pate, seconded by Gavin to adopt agenda.

 

Approve Minutes: Motion by Pate(?), seconded by Geoghegan (?) to approve minutes from January 28, 2020 meeting. *Suggest change the minutes to note that 7.b. needs edit of 2019 to 2020. All agreed.

 

Public Comment: none

 

Communications: Felton mentioned that Tom Gavin’s position term was up in June.  The County Board chair contacted Gavin to find out his interest in being reappointed.  Gavin accepted another 2 year term. This item will be added to the June County Board agenda for their final approval. Felton informed the committee that Land Info/GIS, along with County Clerk will be participating in the 2020 Wisconsin Local Redistricting Pilot Program.  This is a “testing pilot” in preparation for the 2021 Redistricting work that will occur after the 2020 Census.

 

Review 2020 Land Records Budget Progress: Pate handed out 2020 YTD budget report document. At the time of this meeting there was not a final 2019 WLIP balance due to Munis closeout.  Pate will get that number out to the committee members.*update 5/29/20: LRM Fund Balance is $417,894. End of 2019 it was $451,844.  Discussion of the budget line items.

 

Discussion of Land Records Activities & Updates by Department:

Surveyor Report

Update on Remonumentation projects related to 2019 WLIP Grant:

-Dederich noted the 2019 projects are complete, invoices paid.

Update on Remonumentation projects related to 2020 WLIP Grant:

                                              -Dederich stated that he has begun to compose 2020 project corners.

Land Records/GIS

2019 Land Records Report to DOA – Felton noted this report is due June 30th, 2020.
2020 Summer Intern Projects – Felton stated that the new GIS intern will start Monday June 1st.  Projects that the Intern will be working on are: acquiring addresses for apartment complexes that are still needed & Devil’s Lake trails and asset acquisition.
Discussion 2020 LiDAR/Orthophotography project – Felton let the committee know that both the flights for Orthos & LiDAR have been flown. Processing of the data is taking place.  We hope to have some data sent to us for QA/QC sometime in the late summer.

 

2021 Land Records Modernization Budget: Discussion of 2021 Goals & Priorities – Pate handed out 2021 Goals sheet.  Discussion of goals and some explanations given.

 

Agenda items for next meeting: Will add the 2021 budget items per usual for September meeting.

 

Next meetings Discussed the next meeting and conflicts with having it September 24th..  WCA conference is the first part of that week, along with budget meetings all week.  It was decided to have next LIC meeting before that.  September 17th chosen for the next meeting, same time of 3pm.  Felton will get it on the room reservation calendar.
