REASON FOR MEETING: REGULAR

This meeting is open to the public. However, in light of the COVID-19 pandemic, members of the public may wish to watch the meeting on streaming video, which can be found on the County’s webpage at https://www.co.sauk.wi.us/meetings. No one should attend the meeting if they are experiencing COVID- or flu-like symptoms, have a fever, sore throat or recently experienced a loss of taste or smell. Social distancing of 6 feet is required.

The Committee will convene in closed session pursuant to the exemption contained in Wis. Stat. § 19.85 (1) (c) for the purpose considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility: 90 day performance review for K. Hodges.
The Committee will reconvene in open session.

PERSONNEL COMMITTEE MINUTES - REGULAR MEETING

December 14, 2020 – County Board Room, West Square Building

Members Present: T. Bychinski, C. Gruber, S. Gibson, T. Spencer, S. Detter

Others Present: K. Hodges, B. Miller

ORDER OF BUSINESS. The meeting was called to order by Bychinski at 5:00PM and was certified to be in compliance with the Open Meetings Law.

AGENDA. Motion by C. Gruber, second by S. Detter, to approve the agenda. Motion carried.

PUBLIC COMMENT. None.

COMMUNICATIONS. None.

NOVEMBER MINUTES. Motion by C. Gruber, second by T. Spencer, to adopt the November Meeting Minutes. Motion carried.

SPECIAL NOVEMBER MINUTES. Motion by C. Gruber, second by S. Gibson, to adopt the Special November Meeting Minutes. Motion carried.

INTERNAL PROMOTION FOR CUSTODIAN. K Hodges presented information on behalf of the Facilities Director regarding their current limited term employee custodian, and promoting him to the full time position in 2021. Motion by S. Gibson, second by T. Spencer to approve the internal promotion for Custodian. Motion carried.

RESOLUTION FOR PROPERTY, LIABILITY, AND WORKERS COMPENSATION INSURANCES FOR 2021. K. Hodges presented information regarding premium rates for 2021. Motion by C. Gruber, second by T. Spencer to approve the resolution. Motion carried.

REVISING THE SAUK COUNTY EMPLOYEE HANDBOOK. K Hodges presented information regarding the recommended changes to the Sauk County Employee Handbook. Discussion ensued. Motion by C. Gruber, second by S. Detter to approve the revisions. Ayes: 4, Opposed: 1- S. Gibson. Motion carried.

DEPARTMENTAL UPDATE.

K. Hodges presented the monthly workers compensation, insurance claims, and deductibles report; highlighting the insurance renewals and occupational health.

K. Hodges presented the monthly activities report including meetings, benefits, recruitments, attrition, EAP utilization, metrics, and other training information. Highlighting on COVID, wellness, and items still outstanding. Motion by S. Gibson, second by T. Spencer, to approve the monthly reports, deductibles, and invoices as presented. Motion carried.

Motion by S. Gibson, second by S. Detter to CONVENE IN CLOSED SESSION PURSUANT TO THE EXEMPTION CONTAINED IN WIS. STAT. 19.85 (1) (c) FOR THE PURPOSE OF CONSIDERING EMPLOYMENT, PROMOTION, COMPENSATION OR PERFORMANCE EVALUATION DATA OF ANY PUBLIC EMPLOYEE OVER WHICH THE GOVERNMENTAL BODY HAS JURISDICTION OR EXERCISES RESPONSIBILITY: 90 day performance evaluation for K. Hodges.

Roll Call, T. Bychinski-Aye, C. Gruber-Aye, T. Spencer-Aye, S. Gibson-Aye, S. Detter-Aye.

RECONVENED IN OPEN SESSION. Motion by T. Bychinski second by S. Gibson to reconvene in open session. Motion carried.

Motion by S. Detter, second by T. Spencer to adjourn until January 4, 2021 at 5:00PM. Motion carried.
