Minutes of the Regular Meeting - July 11, 2018

Members Present:  B. Newport, B. Hazard, B. Hambrecht, A. Anderson

Members Absent:   J. Berlin, V. McAuliffe

UWEX Staff Present:  J. Hoffman, J. Erickson, J. Gurgel, M. Beernink, C. Richardson, M. McArthur

Call to Order

The meeting was called to order at 1:04PM by Chair Hambrecht.

Certification of Open Meeting Notice

Requirements of the Open Meeting Law were met. 

Adopt Agenda

Motion made by Hazard, second by Newport to adopt the agenda.  Motion carried.  All in favor.

Adopt Minutes of Previous Meeting

Motion made by Newport, second by Hazard to approve the minutes of the Regular Meeting of June 6, 2018 and Special Meeting of June 8, 2018.  Motion carried.  All in favor.

UW EXTENSION

Review Budget and Approval of Vouchers:

UW Extension:  Budget reviewed.  Motion made by Hazard, second by Newport to approve the June 2018 UW-Extension invoices in the amount of $1,757.71.  Motion carried. All in favor.

Departmental Updates:

Monthly Committee Staff Report

Discussion and consideration of hiring a shared Ag Educator position with Juneau County

Al Anderson will be involved with the hiring committee for the Ag Educator position.  Motion made by Hazard, second by Newport to approve starting the hiring process for the shared Ag Educator position with Juneau County.  Motion carried. All in favor.

Discussion, possible action on McArthur’s (.4FTE) Communities Educator position in addition to Erickson’s (.8FTE) Communities Educator position

Erickson’s Local Gov’t Center (.20FTE) position will be done effective September 1, 2018.  Motion made by Newport, second by Hazard to support funding Erickson’s (.80FTE position co-invested with UW-Extension) as well as maintaining McArthur’s current (.40FTE) position effective Sept. 1, 2018 which will be (.20FTE co-invested with UW-Extension, .20FTE 100% county funded.) Motion carried.  All in favor.

Discussion, possible action on the Sauk County Ag Society (SCAS) Outside Agency appropriation request for 2019 budget

Motion made by Hazard, second by Newport to approve the Sauk County Ag Society Outside Agency appropriation request in the amount of $25,000 for 2019.  Motion carried. All in favor. 

Discussion and review of program review (mission, vision, goals and performance measures) of the UW Extension 2019 budget

Committee review.  Highlights discussed.  Hoffman noted that in 2020 the UWEX educator contract will discontinue the $10,000 discount resulting in a $10,000 budget increase.  Committee consensus to allocate $5,000 in the 2019 budget for this upcoming 2020 deficit.   Budget will be adjusted and presented at the next regular meeting for approval.

Review Budget and Approval of Vouchers:

Arts & Culture:  Budget reviewed.  Motion made by Newport, second by Hazard to approve the June 2018 invoices in the amount of $1,500. Motion carried.  All in favor.

Departmental Updates:

July 31 Arts & Culture public input meeting 

Discussion, possible approval on the Sauk County Historical Society (SCHS) Outside Agency appropriation request for 2019 budget

Motion made by Hazard, second by Newport to approve the Sauk County Historical Society Outside Agency appropriation request in the amount of $15,000 for 2019.  Motion carried. All in favor. 

Discussion, possible action of program review (mission, vision, goals and performance measures) for the Arts & Culture program 2019 budget

Committee review.  Highlights discussed. Bolin contacted the Sauk County Art Assn. to ask them to consider working with Sauk County on a process for selecting artwork for county buildings. Committee consensus to keep the proposed 2019 budget increase amount at $4,400 (in addition to $600 already in Special programs/projects line item) for a total of $5,000 available for art in the county buildings and make it a goal for 2020 to continue supporting. 

Consideration of 2018 Good Idea Grant application(s): 

Nancy Piedelstein:  Motion made by Newport, second by Hazard to approve the good idea grant in the amount of $273.  Motion carried.  All in favor.
