Call to Order

Chair Hambrecht appointed Supervisor Hazard to chair the meeting.  The meeting was called to order by Supervisor Hazard at 1:06PM.

Certification of Open Meeting Notice: 

Requirements of the Open Meeting Law met. 

Adopt Agenda

Motion made by Hambrecht, second by McAuliffe to adopt the agenda with order changes.  Motion carried.  All in favor.

Adopt Minutes of Previous Meeting

Motion made by McAuliffe, second by Berlin to approve the minutes of the Regular Meeting of July 10, 2019 and Special Arts & Culture minutes of July 30, 2019 with clarification to state:  After three years, applicants can apply for an Outside Agency Request (OAR) as a program or take two years off and reapply after the two year pause.  The three-year limit is applied to specific projects, not organizations.  Motion carried.  All in favor.

Public Comment:  None

Communications:   Extension now fully transitioned to UW-Madison; share with all County Board Supervisors.  

UW EXTENSION

Review Budget and approval of Vouchers

UW Extension:  Budget reviewed. 

Motion made by Hambrecht, second by Bryant to approve the July 2019 Extension invoices in the amount of $1,478.73 and Arts invoices in the amount of $1,500 for a total of $2,978.73.  Motion carried. All in favor.

Discussion and action on the Sauk County Agriculture Society (SCAS) Outside Agency appropriation request for 2020 budget

Sauk County Ag Society outside agency appropriation request of $25,000 presented by S. Zirzow/A. Bible.  Motion made by Berlin, second by McAuliffe to approve the $25,000 Sauk County Ag Society Outside Agency appropriation request for 2020.  Motion carried.  All in favor.

Discussion and possible approval of UW Extension 2020 budget

Highlights reviewed.    

Motion made by McAuliffe, second by Hazard to approve the UW Extension 2020 budget.  Motion carried.  All in favor.

Discussion and action for Alana Voss to attend NACAA Conference in Fort Wayne, Indiana, September 8-12, 2019

Motion made by McAuliffe, second by Hazard to approve the out-of-state travel for A. Voss to attend the NACAA Conference in Fort Wayne, IN from September 8-12, 2019

Educator Reports on Sauk County programming:

M. Sage reported on 4-H Youth and Devlopment summer programming and events such as the Sauk County Fair.
J. Engel, 4-H Summer Assistant reported on her internship experience

ARTS & CULTURE

Review Budget and Approval of Vouchers:

Arts & Culture:  Budget reviewed.  Note:  Talieson Good Idea Grant in the amount of $500 will be returned due to cancellation of program.  Motion made by Hambrecht, second by Hazard to approve the July 2019 the Arts invoices in the amount of $1,500.  Motion carried. All in favor.

Discussion and consideration of the Sauk County Historical Society 2020 Outside Agency appropriation request

Sauk County Historical Society outside agency appropriation request of $17,000 presented by P. Wolters.  Motion by McAuliffe, second by Newport to approve the $17,000 Sauk County Historical Society Outside Agency appropriation request for 2020.  Motion carried.  All in favor.

Discussion and consideration of the Reedsburg Area Historical Society 2020 Outside Agency appropriation request

Reedsburg Area Historical Society outside agency appropriation request of $15,000 presented by C. Braunschweig.  Motion by Hambrecht, second by McAuliffe to approve the $15,000 Reedsburg Area Historical Society Outside Agency appropriation request for 2020.  Motion carried.  All in favor.

Discussion and possible approval Arts & Culture 2020 budget

Highlights reviewed.   

Motion made by Hambrecht, second by Hazard to approve the Arts & Culture 2020 budget with caveats of Wormfarm Outside Agency 2020 appropriation request amount and clarification of Art in the building funds being a carry-forward or eliminated.  Motion carried.  All in favor.   

Departmental Updates:

Policy Meeting review – clarified details

Discussion and action of amendments made to the 2019 AHHP grant recipient,  BREATHE (Annual Harvest Hoedown project)

Change of event location.  Motion made by McAuliffe, second by Hambrecht to approve amendments to BREATHE.  Motion carried.  All in favor.

Discussion, possible approval of Good Idea Grants: 

Free Congregation of Sauk County - Motion made by McAuliffe, second by Hambrecht to approve the Free Congregation of Sauk County good idea grant in the amount of $500.  Motion carried. All in favor. 

Spring Green Springboard - Motion made by McAuliffe, second by Hambrecht to approve the Free Congregation of Sauk County good idea grant in the amount of $500 contingent on the return of funds from Talieson good idea grant ($500).  Motion carried. All in favor. 

River Valley Community Chorus- Motion made by McAuliffe, second by Hambrecht to approve the River Valley Community Chorus good idea grant in the amount of $500.  Motion carried. All in favor. 

Al Ringling Theatre Friends- Art Friends - Motion made by McAuliffe, second by Hambrecht to deny the Al Ringling Theatre Friends- Art Friends good idea grant in the amount of $500.  Motion carried. All in favor. 

B. Stangl – Tower Rock School - Motion made by McAuliffe, second by Hambrecht to deny the B. Stangl – Tower Rock School good idea grant in the amount of $500.  Motion carried. All in favor
