The meeting was called to order and certification of Open Meeting compliance was given at 3:37 P.M. Motion by Warwick, second by Englund to adopt agenda. Motion carried.
Motion by Krueger, second by Englund, to approve the minutes of the prior meeting. Motion carried.

Discussion on Revised Process Map: Discussion regarding process map transparency as it relates to the Hawaiian Proxy. Changes will be made to identify more clearly the numeric Risk Level Classifications and associated process steps. See updated Process Map 2/4/17
Motion by Lange, second by Englund, to move updated process map forward to Law Enforcement rollout. Motion carried.
Hawaiian Proxy:
Continued discussion on Hawaiian Proxy, and associated decision-making matrix. J. Strunz provided update from Chief’s Association reporting that he has buy-in from local Chief’s to initiate this effort on a County wide basis with the committees approval. Proxy will replace current Jail point system. Discussion on area municipalities collecting their own data, and who will tabulate this? Currently Strunz has clerical support to compile Sauk PD proxy’s demographics.
It was recognized that all proxy’s will be forwarded to K. Calkins office (except municipalities). Some question as to if all proxies should be sent to Calkins office for tabulation, so repeat offends can be easily queried? Krueger wants to ensure we have data collection points recognized at the onset of the process implementation. There may be management analyst support available to CJCC from the Administrative Coordinators desk for proxy tabulation after Feb, 27 and the new administrative coordinator start.
Lange will check on available staff able to run a random sampling of previous offenders – looking to support a consistent correlation with the current pilot proxy numeric system.
Additions will be made as follows to the proxy’s associated Law Enforcement Matrix:
Proxy Score 0-3 (Almost) always release
Proxy Score 4 Arrest, Book and Jail Release
Proxy Score 5, 6 Arrest, Custody to Bail Hearing
Motion by Calkins, second by Lange, to adapt Hawaiian Proxy and associated Matrix with additions for Law Enforcement rollout. Motion carried.
Bail Monitoring and Video Meeting Eau Claire County:
Motion by Krueger, second by Englund, to postpone the discussion on Bail Monitoring and Video meeting with Eau Claire until the next meeting.
