The meeting was called to order and certification of Open Meeting compliance was given at 2:18 P.M. Motion by Calkins, second by Lange to adopt agenda. Motion carried.
Motion by Lange, second by Calkins, to approve the minutes of the prior meeting. Motion carried.

Continued Discussion Proxy, Matrix, and Process:
The committee discusses each document in detail, addressing remaining changes that need to be made. The final draft of the proxy, matrix, and process map are discussed. Additionally, Lange provides data as requested by this committee at the last meeting regarding random samples of inmates who have been arrested over the last six months. Lange reports that staff pulled arrests every five days for the previous six months. The results show that there were 184 arrests, 131 were mandatory based on the proxy, and 53 were not mandatory. Of the 53, 42 were low-risk (0-3), 8 were medium risk (4), and only 3 were high risk (5-6). This translates to roughly 210 individuals over six months’ time who would not have been brought to jail using the proxy. The caveat is that this over time may increase the booking numbers in court and thus add additional staff time needs to accommodate.
Motion by Calkins, second by Warwick, to approve the proxy with changes, move forward to the CJCC, and request that this process be implemented countywide. Motion carried.
Motion by Calkins, second by Lange, to approve the matrix with changes, moving it forward to the CJCC, and requesting that this process be implemented countywide. Motion carried.
Motion by Dolch, second by Englund, to approve the process map with changes, moving it forward to the CJCC, and requesting that this process be implemented countywide. Motion carried.
