The meeting was called to order and certification of Open Meeting compliance was given at 7:05 A.M. Motion by Bindl, second by Reynolds to adopt agenda. Motion carried.
Motion by Bindl, second by Screnock, to approve the minutes of the prior full meeting and the minutes from the special meeting. Motion carried.

CANS Update: Krueger reports year to date numbers on the Court Appearance Notification System as follows: 456 sign ups, 93 refusals, and 1034 text message reminders sent. The data is still be gathered on the second quarter warrant information. There is also discussion on checking with CCAP on additional capabilities of the program including having a text issued that reads: You failed to appear and a warrant has been issued, or something similar. Judge Reynolds also indicates that during court the clerks may have the ability to “hand” tabulate if a warrant is issued and that person had signed up for text reminders because they would have access to the information while the case is being discussed. This will be evaluated.
Community Service Programming: Community service programming documents are discussed in addition to specifics necessary to “start” the sample population to be selected using criteria established as follows: participant currently on probation and within six months of discharge, owes $250.00 in discretionary fees/fines that are likely to cause an extension of probation without intervention, fees/fines are not currently in collections, and has a probation agent willing to confirm hours have been completed. The rate of $10.00 per hour for a max of 25 hours to total $250.00 reduction in discretionary fees/fines.
