Wisconsin EBDM Decision Point #2: Discussion on what guides this discussion on page 11. Would like Chapter 969 to read mandatory arrest instead of mandatory detention for bullet point one under Chapter 969 of the statute states. Sauk County has Proxy tool in place to help assist in this process.
Discussion on what should happen at this decision point.
Bullet point 1: Annette Kuhlmann expressed concern with the media’s role in the perception of the accused’s innocents prior to conviction, and how this contradicts with innocent until proven guilty.
Bullet point 5: is being worked on; Proxy does not tell everything that needs to be known. Discussion on how eventually the full time mental health position at the Sheriff’s department may assist in the primary needs assessment process.
Bullet point 6: is a work in progress
Bullet point 7: removes “preventative” so it would read “An effective detention statue….”
Bullet point 10: is a work in progress.
Discussion on what does the research suggest which included the following points. Expand evidence based supervision resources, improve access to pretrial release information, and review & change laws re: terminate in jail.
Discussion on System Mapping: important to work with other committees, what is the purpose, what is the goal to the work of this committee. Not meeting State standards
