The meeting was called to order and certification of Open Meeting compliance. Motion by Calkins, second by Lange to adopt agenda. Motion carried.
Motion by Lange, second by Boesl, to approve the minutes of the prior meeting. Motion carried.
Public Comment: None
Communications: Member absences reported by J. Krueger.
Human Services Grant: D. Brattset and S. Boesl report that the grant funding is scheduled to begin on October 1, 2015 and that S. Boesl will be working to establish the work groups in the three new quadrants. The county will be broken into four quadrants with the goal of building a community coalition in each quadrant similar to C.A.R.E. The RFP draft is currently under review by Corporation Counsel and the targeted timeline is to have proposals back by October 2nd, a provider chosen by November 1st and infrastructure in place to begin expansion on January 1, 2016.
RFP Discussion: J. Krueger reports that due to the necessity to collaborate further on the request for funding in the Drug Court program, this discussion is premature and will be discussed further at a later date.
2016 Proposed Budget: J. Krueger begins a discussion on the budget status and the recommendation of the CJCC to task this subcommittee with working together to further decrease the levy impact that this program will have on the budget for 2016. The group discusses a number of ideas and ultimately the funding that was requested in the Human Services budget for 2016 is offered as a solution, and will be used for treatment of drug court participants. Additionally, the recommendation is made to contract a case manager/coordinator who can also provide the comprehensive assessment at half time progressing to three-quarter time with the intent of hiring a full time position in 2017. Motion by Screnock, second by Brattset to put forth a budget that shows a reduction of $100,000 in levy impact. Motion carried. *Due to an error in calculations, the final reduction totals $88,894.*
