The meeting was called to order and certification of Open Meeting compliance was given at 4:05 p.m. Motion by O’Rourke, second by Strunz to adopt agenda. Motion carried.
Motion by Alexander, second by Orth, to approve the minutes of the prior meeting. Motion carried.

Monthly Department Update:
J. Krueger reports that this is the report that is provided to Executive & Legislative as the oversight committee. Providing this update to the CJCC is an effort to keep the group abreast of what is happening behind the scenes. The committee is agreeable to having this document reported monthly.
Stepping Up Resolution:
J. Krueger reports that the earliest this resolution could be put forward to the board is November; however, the committee agrees that waiting until after the budget process has completed is preferable. M. Krueger will discuss this initiative with members of the WCA in the coming days and J. Krueger will request information from Dane, Eau Clare, and La Crosse counties inquiring about their thoughts on signing onto the initiative. Motion to delay action on this resolution to the December meeting by Krueger, second by Orth. Motion carried.
CJCC By-Laws:
Council discusses the draft by-laws and makes additions and subtractions including membership, voting, and terms. Changes will be made and a second review of the draft by-laws will be presented for review prior to the November meeting with action tabled until the December meeting.
Subcommittee Updates:
1. Court Management – Krueger reports year to date numbers on the Court Appearance Notification System as follows: 417 sign ups, 71 refusals, and 841 text message reminders sent. There has also been a 14.46% decrease in FTA warrants issued from 1st to 2nd quarter of 2015.
2. Data Collection – Alexander reports that due to scheduling conflicts this subcommittee has not met; however, the goal is to continue working on re-entry initiatives and collaborating with Workforce Development to use resources currently available in Sauk County. Krueger reports year to date numbers on the OAR/OWL Diversion Program as follows: 55 referrals to program, 23 active clients, and 6 clients in the initial contact period. Krueger also reports that the new referral process has shown to be beneficial with only 1 client non-contact in September and 0 for October thus far. YTD active client make up includes 16-1st OAR, 2-2nd OAR, 1-3rd OAR, 2-4th OAR, and 3-5th + OAR charges. There has also been 1-2nd OWL charge.
3. System Mapping – Kuhlmann reports that due to scheduling conflicts this subcommittee has not met; however, they are scheduled to meet on October 28, 2015. Kuhlmann also expresses concerns that the momentum of this subcommittee is wavering, the council in agreement states that it is difficult to re-schedule when meetings are canceled. J. Krueger advises that as a council when we recommend people for subcommittees the importance of attendance is stressed due to quorum requirements.
4. Treatment Court – Calkins reports that similar to others this subcommittee was not able to meet due to lack of attendance. Calkins reports that there are a number of key decisions and processes that still need to be determined to ensure a January start date. Again it is stressed that attendance is important to meet quorum but also to keep the progress of this council moving forward.

J. Krueger provides a very brief update including the updated forms for the council to review at their leisure.
