The meeting was called to order and certification of Open Meeting compliance was given at 4:10 p.m. Motion by Alexander, second by Orth to adopt agenda. Motion carried.

Department Budget Highlights: Council discusses the proposed 2016 budget and a need to reduce the requested tax levy to ensure continued support moving forward. Detailing a structured step progression that delays the start of a new position through spring is discussed to decrease cost of operation. Motion by Judge Evenson, second by Orth approving the Treatment Court Subcommittee to make final changes to the proposed budget and move on to the Finance Committee on 9/29. Motion carried.
Subcommittee Updates:
Court Management – Krueger reports year to date numbers on the Court Appearance Notification System as follows: 362 sign ups, 52 refusals, and 620 text message reminders sent. There has also been a 14.46% decrease in FTA warrants issued from 1st to 2nd quarter of 2015.
Data Collection – Alexander reports updates on re-entry initiatives and collaborating with Workforce Development to use resources currently available in Sauk County. Krueger reports year to date numbers on the OAR/OWL Diversion Program as follows: 42 referrals to program, 18 active clients, and referral of non-criminal OAR for extenuating circumstances. Krueger also reports on the new referral process as well as this processes anticipated positive implication on the number of referrals who are not acquiring programming.
System Mapping – Kuhlmann reports that due to scheduling conflicts this subcommittee will not meet until later next week.
Treatment Court – Krueger provides the updated phase structure outline and the draft 2016 Sauk County Adult Drug Court schedule.
