The meeting was called to order and certification of Open Meeting compliance was given at 4:05 p.m. Motion by Alexander, second by Orth to adopt agenda. Motion carried.
Motion by Evenson, second by Orth, to approve the minutes of the prior meeting. Motion carried.
Public Comment: None
Communications:
Medication Assisted Treatment Grant: B. Orth reports that Sauk County has been awarded funding for the MAT grant initiated by the CJCC. This grant will result in roughly $720,000.00 per year for three years to increase MAT therapy in Sauk County with expansion into Columbia County and possibly Richland County.
2015 WI Act 55: K. Calkins reports that Counties can create a “Crime Prevention Funding Board” and this may be an avenue the CJCC should consider.
Medical Representative: J. Krueger reports that expanding membership to the Health Department will meet medical representation. Additionally looking to Ho-Chunk to appoint a designee who can fill in when Dr. DeLong is absent.
Department Budget Review: J. Krueger reports updates on the direction of the CJCC budget and departmental function. The linkage with the Sauk County Sheriff’s Department, which includes office space and shared support staff, in addition to major department budget requests.
Subcommittee Updates:
Court Management – J. Krueger reports in D. O’Rourke’s absence an update on the CANS Program including the total number of enrollments and refusals of 324 and 40, respectively. To date there have been 459 text reminders sent with 154 warrants issued and 49 arrests.
Data Collection – S. Alexander reports that to date there have been 43 referrals to the OAR/OWL Diversion Program with 14 active clients as of today. The largest problem thus far has been potential client’s not contacting ATTIC to schedule their intake or those clients failing to appear for their intake sessions.
System Mapping – J. Krueger reports in A. Kuhlmann’s absence an update on the mapping process including the review of the potential to implement the Hawaiian Proxy tool. The scheduled presentation to the Chief’s Association of the Hawaiian Proxy is canceled due to scheduling conflicts; however, it will be rescheduled. J. Krueger, J. Strunz, and K. Calkins will attend the rescheduled presentation and report to the group as a whole.
Treatment Court – Judge Evenson reports that treatment costs and the Drug Court Coordinator position were discussed and determined at the previous two subcommittee meetings and that progress is being made towards a January 1, 2016 start date.
Public Comment: K. Campion – ATTIC Correctional Services has the ideal candidate on “hold” to hire for the OAR/OWL Diversion Program. It is anticipated that this part-time case manager will come onboard as referrals continue to increase.
