Members present:     Judge Reynolds, Kevin Calkins, Marty Krueger, Bill Wenzel, Connie                                                 Lehman, Leonie Dolch, Lewis Lange, Cathy Warwick, Dan Brattset, and                                       Ryan Ramnarace

The meeting was called to order and certification of Open Meeting compliance was given at 3:40 p.m. Motion by Krueger, second by Brattset to adopt agenda. Motion carried.

Motion by Dolch, second by Brattset, to approve the minutes of the prior meeting. Motion carried.

Meeting Routine, Goals, and Purpose:

The committee is given a survey evaluating meeting frequency, times, workload, and expectations.  The committee is asked to fill out the survey and results will be reported at the next meeting.

Appoint Chair Data Collection:

Kevin Calkins discusses the requests sent via email for recommendations and or volunteers to chair the data collection committee and the lack of response.  Upon further discussion, Marty Krueger volunteers to chair this committee.  Calkins appoints Krueger as chair of the data collection committee. 

Standing Committee Appointments:

Adult Justice Systems: 

J. Krueger reports that the committee is working on creating the framework for initiatives to reduce pre-trial low-risk offender incarceration rates.

Drug Court Subcommittee:

J. Krueger reports that the committee has done its first review and change of policy/procedure and documentations since inception in January.  Additionally, information is provided regarding the subcommittees earlier meeting that addressed efficiencies to limit any additional impact on the already large commitment of time each agency is making.

Motion by Reynolds, second by Lange, to approve the changes made to documents and policies for the Sauk County Adult Drug Court program.  Motion carried.

Juvenile Justice Systems:

J. Krueger reports that the committee is working to develop a system map of the juvenile justice system as the first step in their review process.

System Mapping:

J. Krueger reports that the committee has transitioned it’s approach to reviewing the EBDM system map released by Wisconsin.  The next meeting will commence with review of Decision Point # 1: Law Enforcement Response, evaluating where improvements can be made as suggested by Wisconsin.

Data Collection:

M. Krueger newly appointed chair reports that a meeting date and time will be established.

CJCC Survey:

The committee is reminded that this survey has been distributed several times; however, responses have been minimal.  Committee is asked to answer survey questions and the results will be tallied and reported at the next meeting.
