The meeting was called to order and certification of Open Meeting compliance was given at 3:35 p.m. Motion by Dolch, second by Kuhlmann to adopt agenda. Motion carried.
Motion by Wenzel, second by Dolch, to approve the minutes of the prior meeting. Motion carried.

Drug Court Phase Overview
Coordinators December Report: Detailed discussion regarding the coordinators office and December report. Including recruitment update, committee updates, TAD grant update, and administrative functions within the office. Concern was expressed by several committee members regarding the amount of administrative/secretarial work that continues to remove the coordinator for other high level functional roles. Questions regarding why the administrative work isn’t being offset by the Administrative Coordinators office assistant as discussed during the budget process. Discussed the reality that it was tried; however, proved to create more work and duplication of efforts on both office’s.
Finance Committee: Report provided detailing the amendment to the CJCC 2017 budget to include $7,000 to create a Community Service “blackboard” concept within the Sauk County website. Additionally, the request for an LTE Volunteer Recruiter and the resulting request by finance to bring staffing needs back to the committee is discussed. This prompts more discussion about the Criminal Justice Coordinators office and staffing needs in addition to the need for a thorough review of the job description, classification, and supportive needs.
Sober Housing Resolution: Brief discussion on TAD contract requirements and the resolution for contracting with Jesse Crawford Recovery Centers for sober housing. Motion by Reynolds, second by Kuhlmann, to approve the resolution authorizing contract with Jesse Crawford Recovery Center for sober living services in Baraboo Wisconsin. Motion carried.
Standing Committee Updates:
Adult Justice Systems:
Chief Strunz reports that he met with the Chief’s Association earlier in the day and has buy-in from Chiefs regarding the Hawaiian Proxy and its importance as a first step in the larger bail-monitoring program that they are interested in. Additionally, the committee is hoping to schedule a video conference with Eau Clair during the March meeting to discuss their programs successes, failures, and questions.
Drug Court Subcommittee:
Judge Screnock reports that the committee has worked through a host of growing pains over the last year and has seen a lot of success in both consumers and the team’s ability to collaborate. The team continues to evaluate and put strategic measures into place to ensure that agencies resources are not exhausted with our current caseload and more importantly as we begin to expand. Judge Screnock expresses the magnitude of the resources that each agency is volunteering to ensure that this endeavor continues to be successful including the resources allocated by the county board. Krueger reports the request to discuss both the support group and disqualification recommendations being made by the committee. Motion by Krueger, second by Wenzel, to approve the support group meeting policy changes for the Drug Court program. Motion carried. Motion by Dolch, second by Englund, to postpone the disqualification policy changes until the February meeting. Motion carried.
Juvenile Justice Systems:
Jeff Bindl reports that the committee has had several reschedules due to weather and other unforeseen issues. The committee is looking at creating a map of the Juvenile Justice System similar to the map that was created for the adult system.
System Mapping:
Annette Kuhlmann reports that the committee has also had to reschedule due to unforeseen issues including weather. This committee is reviewing the State of Wisconsin’s EBDM Map as it pertains to each section of the criminal justice system.
Data Collection:
Marty Krueger reports that this committee was able to meet twice and is looking at data collection practices across different agencies within the criminal justice system. We will evaluate the initial entry point to the system and review best practices as laid out in the National Institute of Corrections document titled “How to Collect and Analyze Data: A Manual for Sheriffs and Jail Administrators”. Captain Lange was able to attend and provide insight into about three quarters of the items set forth. This discussion will continue at our next meeting.
Ho-Chunk Seat Vacancy:
J. Krueger inquired about the progress in establishing a representative from the Ho-Chunk. M. Krueger reported that he was able to speak with a representative who advised that the President would decide who and when a representative will be appointed. This is an ongoing conversation. A. Kuhlmann also reported that a focus on restorative justice may be a collaborative way to build that representation.
DOC Seat Vacancy:
Kevin Calkins reports that Kathy Laatsch has retired from her work with the Department of Corrections. J. Krueger will discuss the seat vacancy with the acting supervisor to inquire if they would like to appoint A. Hanson to fill that vacancy until a supervisor is hired or if we should leave the vacancy until the permanent supervisor is brought on-board.
