The meeting was called to order and certification of Open Meeting compliance was given at 3:35 p.m. Motion by Strunz, second by Kuhlmann to adopt agenda. Motion carried.
Motion by Orth, second by Kuhlmann, to approve the minutes of the prior meeting. Motion carried.

Monthly Department Update:
J. Krueger provides updated monthly report and highlighted events over the last month.
Drug Court Coordinator/Case Manager:
J. Krueger provides an update on the Drug Court position reporting that the Sauk County Board of Supervisors voted unanimously on February 15th to approve the creation of one full time project position.
CJCC Bylaws:
Review of updated bylaws including the addition of four standing committees. Council is asked to provide feedback and changes to J. Krueger prior to the March meeting. J. Krueger will present updated/marked changes of bylaws at the March meeting.
WATCP 2016 Conference:
Discussion regarding who responded with an interest in attending the conference. Motion by Alexander, second by Laatsch, to approve a team to attend and pay tuition expenses up to $1,500.00. Motion carried.
Subcommittee Updates:
1. Court Management – O’Rourke reports that this subcommittee continues to work on developing the framework for a countywide community service program.
2. Data Collection – Alexander reports that this subcommittee continues to work with Workforce Development on building comprehensive programming for Drug Court and a first offenders program.
3. System Mapping – Kuhlmann reports that the subcommittee meeting is scheduled for March 9, 2016. Those attending the Chief’s Association meeting will provide a report to the subcommittee regarding the Hawaiian Proxy.
4. Treatment Court – Judge Evenson reports that the Drug Court is up and running and this subcommittee will begin to transition itself from a planning group to a steering committee. Judge Screnock provides an update on the Drug Court staffing team and the hard work they continue to put into the program. Drug Court has five current participants, two applicants with pending offers, and eight additional referrals awaiting initial assessments.
Public Comment:
1. Judge Reynolds reports on the meeting between community stakeholders and the Ho-Chunk Tribe earlier in the month. This included information on the Jackson County Treatment Court and working collaboratively in future efforts.
