The meeting was called to order and certification of Open Meeting compliance was given at 3:37 p.m. Motion by Alexander, second by Wenzel to adopt agenda. Motion carried.
Motion by Orth, second by Evenson, to approve the minutes of the prior meeting. Motion carried.

Monthly Department Update:
J. Krueger provides updated monthly report and highlighted events over the last month.
Sauk County Adult Drug Court: J. Krueger provides a power point overview of the Sauk County Adult Drug Court Program as developed by the Treatment Court subcommittee. Motion by Strunz, second by Laatsch to approve the program and move forward with its implementation as designed. Motion carried.
Options Lab Resolution: Motion by Alexander, second by Lange to approve the resolution and forward it to the Sauk County Board. Motion carried.
CJCC By-Laws: Motion by Krueger, second by Wenzel to table the decision to approve by-laws until Corporation Counsel and Executive & Legislative Committee can review. Motion carried.
Stepping Up Resolution: Motion by Alexander, second by Orth to approve the resolution and forward it to the Sauk County Board. Motion carried.
Subcommittee Updates:
1. Court Management – Krueger reports year to date numbers on the Court Appearance Notification System as follows: 522 sign ups, 115 refusals, and 1,285 text message reminders sent. There has also been a 14.46% decrease in FTA warrants issued from 1st to 2nd quarter of 2015.
2. Data Collection – Alexander reports year to date numbers on the OAR/OWL Diversion Program as follows: 80 referrals to program, 28 active clients, 2 clients in the initial contact period, and 4 clients have obtained their license. YTD active client make up includes 24-1st OAR, 4-2nd OAR, 1-3rd OAR, 2-4th OAR, and 4-5th + OAR charges. There has also been 1-2nd OWL charge.
3. System Mapping – Kuhlmann reports that the decision was made to meet after the holidays and after the Proxy Presentation, which is scheduled for the Chief’s Association meeting in March.
