The meeting was called to order and certification of Open Meeting compliance was given at 4:00 p.m. Motion by Alexander, second by Orth to adopt agenda. Motion carried.
Motion by Evenson, second by Laatsch, to approve the minutes of the prior meeting. Motion carried.
Public Comment: Vedro commends the council on their work and states that he looks forward to the continued success and progress of the council. Vedro also makes note that he is optimistic that the council will continue to keep the school system involved and look at ways to assist the youth in the community.
Communications: J. Krueger reports that the CJCC nominated the C.A.R.E program for the Sauk County Development Corporations business of the year award earlier in the month. SCDC awarded C.A.R.E the “Community Commitment” award which is a special award that they felt was more appropriate. Details are provided for attendance to the banquet.
COMPAS Presentation: Jared Hoy, Reentry Project Manager with Wisconsin Department of Corrections provides a detailed presentation of the COMPAS software suite. COMPAS is an evidence based risk/needs assessment that is used by DOC. Wisconsin offers this software to Counties free of charge for use in programs created by groups like CJCC’s. This presentation is the first step in the CJCC’s acquisition of this software.
CJCC Oversight Role: Discussion begins with J. Krueger providing history on the MAT grant application and process. The State of Wisconsin’s decision to partner with the CJCC to expand C.A.R.E within Sauk County and its transition into a Human Services grant application that is supported and requested by the State. Wisconsin determined that expanding an additional contract with Human Services would be more effective and timely than procuring a new contract with the CJCC. The State of Wisconsin will be the fiscal agent and contract with Sauk County Human Services if awarded funding. The topic is the role that the CJCC should or should not play in oversight of the grant award. B. Orth states that he finds two suitable solutions: one being the CJCC acting as an Advisory Board and the second to be informally kept up-to-date on the progress through regular reports given to the CJCC. The council poses questions regarding the Human Service Board’s openness and/or willingness to hear policy and program recommendations and it is noted that they would be heard but not bound to comply or approve. Statements are made concerning this becoming a “closed system” that works outside of the collaborative community model and also that there needs to be more management or guidance to consumers within the program. There is discussion about the outline of the program model and recommendations given, there is a motion by Bindl, second by Lewis to support the grant application with the CJCC becoming an advisory board. Motion carried.
OAR/OWL Vendor: Vendor interviews and recommendations are provided to the council. The interview team reports that they feel good about the vendor’s ability to provide the services requested and their flexibility to working with the group as the program may change over the first year as it will be a learning curve.
Appoint Chair: Judge James Evenson is appointed chair of the treatment court subcommittee by CJCC Chair Kevin Calkins.
Resolution: The resolution is reviewed and motion by Alexander, second by Orth to approve the resolution. Motion carried.
Next Step: Discuss community service programming and provide informational report to council regarding the WATCP conference.
