Notice is hereby given that Sauk County Highway Department will receive sealed Proposals per specifications until 8:00 AM, April 8, 2020 (“Closing”), for consulting engineers to submit a proposal for the design of a highway safety enhancement project, High Risk Rural Road Program (HRRRP), on the 3 following segments of County Highways:

Title: CTH H (Reedsburg – Wisconsin Dells)

Limits: Golf Course Road to Old Hwy 12

Title: CTH T (Baraboo – IH90/94)

Proposed Improvement: It is proposed to install grooved epoxy edgeline pavement markings, centerline rumble strips, possible mill and pave a 2-foot width at centerline and install warning signs.

SECTION 3

Proposal Information

 

Your proposal should consider the research and engineering necessary for the complete and comprehensive design of the project and coordination, as necessary, with representatives of the county Highway Department, WisDOT, The owners of adjacent properties and utility owners. Participation and presentation at a Public Involvement Meeting will be required.  Previous experience with High Risk Rural Roads Projects (HRRRP) and the WisDOT Facilities Development Manual (FDM) is required. 

 

Your proposal must be focused upon this particular project and must include the qualifications of the personnel that would be assigned to the project, including a project manager, their experience in successfully completing similar projects and their demonstrated ability to work cooperatively with the State, County and local personnel, regulatory agencies, other engineering firms and property owners, and the capacity of the firm to meet all project submittal schedules. 

 

Proposals will be evaluated following the WisDOT Qualification Based Selection process.  Do not submit a monetary value of your proposal.  Compensation will be negotiated with the firm selected by the Consultant Review Committee. The proposals will be evaluated using the following Evaluation Criteria

Your proposal should estimate the time (hours) necessary to complete the various aspects of the design, and must provide a schedule that clearly demonstrates your ability to meet critical submittal schedules and project thresholds.  Your proposal must describe the experience of your assigned staff in designing HRRP or similar projects, successfully completing all required submittals, adhering to all program schedules and accommodation public and agency concerns.

 

The projects will funded by Sauk County and the WisDOT High Risk Rural Road Program.  The contract for design services will be a three-party contract.
