DATE:                       Wednesday, May 13, 2020                                        TIME:  5:00 P.M.

PLACE:                     County Board Room 326A/Room 213, 3rd Floor, West Square Building,

                                 505 Broadway, Baraboo, WI.

 

Due to the COVID-19 health emergency, this meeting will be conducted "In Person" and virtually or by phone.  Attendance by supervisors appearing in-person will be limited to members of the Highway Committee.  All other supervisors who wish to attend virtually or by phone must call or email the County Clerk for an access link.  If any member of the public needs to attend in person, they must first contact the clerk at 608-355-3522. The public is strongly encouraged to attend on-line or by phone.

Meeting of May 13, 2020

 

SUBJECTS FOR DISCUSSION:

 

1.  Meeting called to Order by Previous Vice-Chairman Brian Peper.

Present: Stevens, Spencer, Schell, Bychinski, Peper, D Carignan, P Gavinski and S Rehr.

Absent: None

2.  Election of Committee Officers.

Nomination for Committee Chairperson:

Motion by Tommy Bychinski to nominate B Peper.

      Motion carried unanimously.

      Results of vote: B Peper elected Chairperson

 

Nomination of Committee Vice-Chairperson:

Motion by Brian Peper to nominate D Stevens.

      Motion carried unanimously.

      Results of vote: D Stevens elected Vice-Chairperson

 

Nomination of Committee Secretary:

Motion by Brian Peper to nominate T Bychinski.

Motion carried unanimously.

      Results of vote: Tommy L Bychinski elected Secretary.

3.  Set Committee Meeting Time and Day.

Committee Meeting Day and Time set for second Wednesday of the month @ 5:00 p.m.

4.  Adopt Agenda.

Motion by Bychinski, seconded by Peper.

Motion carried.

5.  Adopt Minutes from Previous Meetings – April 15, 2020.

Motion by Bychinski, seconded by T Spencer.

Motion carried.

6.  Communications.

a.  Update from Economic Development Committee.

No update.  Peper asked K Schell to bring an update to the Highway Committee once Economic Development Committee meets.

7.  Review and Approve Vouchers.

Motion by K Schell, seconded by T Spencer.

Motion carried.

8.  Highway Department Monthly Report.

P Gavinski gave update to committee.

9.  Discussion of 2020 Budget Projections.

P Gavinski gave update.  Watching budgets and waiting on guidance in regards to COVID 19 impacts.

10.  Discuss Spring Road Tour Date and Guidelines.

With COVID 19, we will postpone road tour until later in the summer.

11.  Review and Approve Application for Low Risk Pilot Program for Local Bridge CTH N.

P Gavinski discussed 80/20 funding with the Low Risk Pilot Program. 

Motion by Spencer, seconded by Bychinski.

Motion carried.

12.  Review and Approve State Municipal Agreement for Multimodal Local Supplement Funding on CTH A, from CTH T to Unity Drive.

P Gavinski discussed – will receive $515,019 for funding on this project.  Funding is good through 2021.  Will monitor budget and schedule project accordingly.

13.  Discussion on amending the Sauk Co. Code Chapter 15 Ordinance to Add All-Terrain Vehicle (ATV) and Utility-Terrain Vehicle (UTV) Crossings and Routes on County Highways.

P Gavinski updated – to be in compliance with DOT requirements on language.  P Gavinski will get Ordinance updated and sent to Corp Counsel.  Ordinance will come back for approval in June to Committee and County Board.

14.  Review 6 Year Highway Improvement Program.

P Gavinski updated Committee.

15.  Update from Highway Commissioner.

P Gavinski updated Committee.

16.  Next Meeting Date and Items for Agenda.

June 10, 2020 @ 5:00 p.m. at Highway Department.

P Gavinski will confirm the location..
