HIGHWAY COMMITTEE MINUTES

Meeting of June 10, 2020

SUBJECTS FOR DISCUSSION:

1.  Meeting called to Order by Chairman Brian Peper.

Present: Stevens, Spencer, Schell, Bychinski, Peper, D Carignan, P Gavinski, S Rehr, Bob Spencer (Baraboo Bluffs), Dave Bretl and Tim McCumber.

Absent: None

2.  Adopt Agenda.

Motion by Bychinski, seconded by Tim McCumber.

Motion carried.

3.  Adopt Minutes from Previous Meeting – May 13, 2020.

Motion by Schell, seconded by T Bychinski.

Motion carried.

4.  Public Comment.

5.  Communications.

a.  Update from Economic Development Committee.

Schell nothing to update.  Peper has a communication for CTH CH and Pine Bluff, will discuss under #15.

6.  Discussion on Impact of Highway Committee of County Administrator Position.

P Gavinski and D Bretl discussed options and impacts to the Highway Committee.

7.  Review and Approve Vouchers.

May 2020 vouchers $176,504.98.

Motion by Bychinski, seconded by Spencer to approve May 2020 vouchers in the amount of $176,504.98.

Motion carried.

8.  Highway Department Monthly Report.

P Gavinski gave update to committee.

9.  Discussion of 2020 Budget Projections.

P Gavinski discussed projections.  Still unsure of sales tax projections.  Gavinski is keeping an eye on budget and projects to complete.

10.   Discuss and Approve Mission, Vision, Goals and Objectives for 2021 Budget.

P Gavinski discussed.

Motion by Spencer, seconded by Schell.

Motion carried.

11.  Discuss and Approve the 2019 Highway Department Financial Report.

Motion by Bychinski, seconded by Schell.

Motion carried.

12.  Discuss Spring Road Tour Date and Guidelines.

Postpone until fall. Put on Agenda for September/October to discuss.

13.  Discuss and Approve Amending the Sauk Co. Code Chapter 15 Ordinance to Add All-Terrain Vehicle (ATV) and Utility-Terrain Vehicle (UTV) Crossings and Routes on County Highways.

Motion made by Schell, seconded by Spencer.

Motion carried.

14.  Discuss and Approve State Municipal Agreements for Local Bridge Program.

P Gavinski discussed projects. 

Motion by Stevens, seconded by Bychinski.

Motion carried.

15.  Consider Changes to Intersection Signing of CTH CH and Pine Bluff Rd.

P Gavinski discussed options. Peper read communication he received.  Recommended moving forward with adding a stop sign.

16.  Discuss 2020 Wisconsin County Highway Association Road School Attendance.

P Gavinski discussed.  Committee will not be attending.

17.  Discuss Potential Driveway Ordinance.

P Gavinski discussed policy and ordinance.  Will formalize a policy and bring back to Committee in July.

18.  Discuss Request from New Life Outreach for Expansion of Church.

P Gavinski discussed.  P Gavinski will discuss with Corp Counsel the options and bring back in July.

19.  Discuss Financial Policy for Disposal of Equipment

P Gavinski discussed with Committee.  Wisconsin Online Surplus is a good resource for selling equipment.

20.  Public Comment.

Bob Spencer thanked Pat and the Committee for all the work put into the Ordinance.

Tim McCumber discussed future redistricting and reorganization with the County Administrator Position.

21.  Next Meeting Date and Items for Agenda.

July 8, 2020 @ 5:00 p.m. at Highway Department.
