SUBJECTS FOR DISCUSSION:
1. Meeting called to Order by Chairman Brian Peper.
Present: Stevens, Spencer, Schell, Bychinski, Peper, D Carignan, P Gavinski, S Rehr, and Dave Bretl.
Absent: None
2. Adopt Agenda.
Motion by Spencer, seconded by Stevens.
Motion carried.
3. Adopt Minutes from Previous Meeting – June 10, 2020.
Motion by Bychinski, seconded by Schell.

P Gavinski discussed – Pat will go and look at the area and possibly realign the chevrons.
b. Update from Economic Development Committee.
Schell updated committee. Discussed GSST (Great Sauk State Trail).
6. Review and Approve Vouchers.
June 2020 vouchers $153,561.02.
Motion by Bychinski, seconded by Spencer to approve June 2020 vouchers in the amount of $153,561.02.

7. Highway Department Monthly Report.
P Gavinski gave update to committee.
8. Review Highway Department Monthly Financial Reports.
P Gavinski gave update to committee.
9. Discussion of Recording Committee Meetings.
P Gavinski will look at less expensive options. The board doesn’t feel the need to video tape.
Motion by Spencer, seconded by Schell.
10. Discuss and Decision on Request to Purchase a Portion of Highway Property by New Life Outreach.
P Gavinski discussed with committee. With the unknowns with the new building location, Pat will let New Life Outreach know we will not sell at this time.
11. Discussion and Decision on Letter of Support for Roundabout at CTH BD and North Reedsburg Road.
P Gavinski discussed BD & N Reedsburg are tribal roads. Ho Chunk would fund the project, (except for utilities).
Motion by Bychinski, seconded by Schell.

12. Discussion on CTH E Drainage Issues near Witwen.
P Gavinski discussed with committee and will look into it more. It’s a balancing act between raising road and more drainage issues.
13. Discussion and Decision on Traffic Signal Repairs at CTH BD and Pit Road.
P Gavinski discussed, will cost $7,000 to repair the loop. We can put in stop signs due to lower traffic volume. P Gavinski will put out traffic counters to get data first.
Motion by Bychinski, seconded by Schell.

14. Discussion and Decision on Load Rating of Loft Areas at Baraboo Shop.
P Gavinski discussed that DHPS was in and we need to have a load rating done on two (2) Baraboo and one (1) Spring Green. Committee approved up to $15,000.
Motion by Spencer, seconded by Spencer.
Motion carried.
15. Discussion and Decision on Reclassifications Requested in the 2021 Budget.
P Gavinski discussed reclassifications, Shop Supervisor, Assistant Shop Supervisor, Account Clerk and Record Keeper positions.
16. Discussion and Decision on Baraboo Shop Hot Water Heater Replacement.
P Gavinski discussed. Hot water replacement will be under $5,000. No approval needed.
17. Discussion on 2021 Budget Projections.
P Gavinski discussed Capital Outlay and construction projects. Discussed the new building and adding in $1.5 million for design/possible land acquisition if needed. Dave, Interim Administrator Coordinator, agreed we should move forward with Ad-Hoc Committee.
18. Discussion and Decision on Highway Access Policy.
P Gavinski discussed policy. Evaluate requests for a year and then possibly make an ordinance.
Motion by Spencer, seconded by Schell.
