Present: Spencer, Bychinski, Peper, D Carignan, P Gavinski, K Schell, S Rehr and Brent Miller – Administrator.
Absent: Stevens.
2. Adopt Agenda.
Motion by Spencer, seconded by Schell.

3. Adopt Minutes from Previous Meeting.

P Gavinski still working on land acquisitions for GSST (Great Sauk State Trail).
6. Review and Approve Vouchers.
October 2020 vouchers $464,902.73.
Motion by Spencer, seconded by Schell to approve October 2020 vouchers in the amount of $464,902.73.

7. Discussion of the Highway Department Monthly Report.
P Gavinski gave update to committee.
8. Discussion of the Highway Department Monthly Financial Reports.
P Gavinski discussed Monthly Financial Reports.
9. Discussion of 2020 Budget Projections and updates to the 2021 Budget.
P Gavinski discussed 2020 Projections/Updates. 2021 Budget is the same that was presented to Highway Committee and being taken to County Board next week.
10. Discussion and Action Approving the 2021 routine Maintenance Agreement with Wisconsin Department of Transportation.
P Gavinski discussed, no dollar change from 2020.

11. Discussion of Updates from Ad Hoc Highway Building Committee.
P Gavinski gave update to committee. Ad Hoc Committee met once, hope to meet again on November 24th.
12. Discussion and Action on Traffic Control Device Use Policy.
P Gavinski discussed, review Policy/Ordinance Language and decide how we will move forward. Motion for Committee to review and make a decision at the next Highway Committee Meeting. Motion by Schell, seconded by Spencer.

13. Discussion and Action on Rental of Paver.
P Gavinski discussed renting a paver from Aring Equipment until year end and buying the paver in 2021, will bring a resolution in January, 2021 for Approval.
Motion by Schell, seconded by Spencer.

14. Discussion on Pollinator Protection.
P Gavinski discussed/updated putting a plan in place for Pollinator Protection. DOT is working on a Roadside Vegetation Management Plan. Pat was approached by UW Extension to discuss in Sauk County. Pat updated committee, this will be a discussion item in the future.
15. Discussion and Possible Action on Corridor Safety Analysis.
P Gavinski discussed upcoming projects, review of our corridors for safety funding. It’s a good idea to know where our highway rank versus statewide crash averages. Pat likes the prioritization of the segments, and we are addressing them, but it might not be worth going after the funding. Pat mentioned rumble strips and edge lines could be an easier and less of an expense.
No action taken.
16. Discussion on Ordinance Chapter 6 Updates.
P Gavinski discussed with Rebecca, changing Chapter 6 Ordinance, with the new Administrator, the role moves from Committee to Commissioner. $30,000 advertisement for bid would be changed to $50,000. Pat will send out to committee, review for next month.
17. Next Meeting Date and Items for Agenda.
Wednesday, December 9, 2020 @ 5:00 p.m. at TBD.
