1. Meeting called to Order by Chairman Brian Peper.
Present in person: Peper, Stevens, D Carignan, P Gavinski, and S Rehr.
Virtual: Bychinski, Spencer, and Schell.
Absent: None.
2. Adopt Agenda.
Motion by Bychinski, seconded by Schell.
Motion carried.
3. Adopt Minutes from Previous Meeting – November 4, 2020.
Motion by Bychinski, seconded by Schell with revising to add K Schell to attendance.
Motion carried.

P Gavinski gave update to committee.
c. Wisconsin Asphalt Pavement Association Award.
P Gavinski gave update to committee – CTH A received award.
6. Review and Approve Vouchers.
November 2020 vouchers $392,754.84.
Motion by Stevens, seconded by Spencer to approve November 2020 vouchers in the amount of $392,754.84.

7. Discussion of the Highway Department Monthly Report.
P Gavinski gave update to committee.
8. Discussion of the Highway Department Monthly Financial Reports.
P Gavinski gave update to committee.
9. Discussion and Approve Resolution Accepting Proposal for One (1) Construction Paver From Aring Equipment Company.
P Gavinski gave update to committee and discussed warranty $5,000 - $15,000. One (1) year left on factory warranty. We could add $14,000 – comp warranty (3 years extra).
Motion by Bychinski, seconded by Spencer to approve comprehensive warranty.
Stephanie to update resolution – to include warranty. P Gavinski will take to County Board to have committee sign.
10. Review and Approve Local Bridge Program 2020-2025 Design Proposals.
P Gavinski discussed Jewell $105,230
Westbrook $ 80,000
JT Engineering $103,200
MSA $ 97,000 - $107,000
Motion by Schell, seconded by Stevens to accept Westbrook for $ 80,000.
Motion carried.
11. Review and Possible Approval of CTH G Design Proposals.
P Gavinski gave update to committee.
No action taken.
12. Discussion of 2021 Construction Projects and 6 Year Plan.
P Gavinski discussed 6 year plan.
13. Discussion and Possible Action on Use of County Trunk Highways Policy.
P Gavinski gave update to committee on message board policy. Only on CTH’s – discuss with Sheriff’s Department to approve/disapprove. Get billed for what is used. (Based on State role of message board.
P Gavinski will get a form created and work with Corp Counsel, will bring back to committee.
No action taken.
14. Discussion on Ordinance Chapter 6 Updates.
P Gavinski updated Chapter 6 – due to administrator – committee policy is based. Pat is asking for suggestions so we can post for January. Corp Counsel will have revisions.
Major Purchases – currently $30,000 increase to $50,000.
Subchapter – authority to create policies.
No action taken.
15. Discussion and Possible Action on Corridor Safety Analysis.
P Gavinski discussed upcoming projects, review of our corridors for safety funding. It’s a good idea to know where our highway rank versus statewide crash averages. Pat likes the prioritization of the segments, and we are addressing them, but it might not be worth going after the funding. Pat mentioned rumble strips and edge lines could be an easier and less of an expense.
No action taken.
16. Discussion on Highway Department Policy Manual.
P Gavinski putting into writing, everything the public has questions. Pat is asking committee to review and discuss again next month (in segments).
17. Next Meeting Date and Items for Agenda.
Wednesday, January 13, 2021 @ 5:00 p.m. at TBD.
