SUBJECTS FOR DISCUSSION:

1.  Meeting called to Order by Chairman Brian Peper.

Present in person: Peper, Bychinski, Spencer, Schell, Stevens, D Carignan, P Gavinski, and S Rehr.

Absent: None.

2.  Adopt Agenda.

Motion by Spencer, seconded by Schell.

Motion carried.

3.  Adopt Minutes from Previous Meetings.

a.  December 9, 2020.

Motion by Schell, seconded by Stevens.

Motion carried.

b.  December 15, 2020 – Special.

Motion by Schell, seconded by Stevens.

Motion carried.

4.  Public Comment.

5.  Communications.

a.  Update from Economic Development Committee.

Schell - No updates.

b.   Updates from Ad Hoc Highway Building Committee.

      Peper gave update to committee.

      Gavinski gave update to committee.

6.  Review and Approve Vouchers.

December 2020 vouchers $282,687.11.

Motion by Bychinski, seconded by Schell to approve December 2020 vouchers in the amount of $282,687.11.

Motion carried.

7.  Discussion of the Highway Department Monthly Report.

Gavinski gave update to committee.

8.  Discussion of the Highway Department Monthly Financial Reports.

Gavinski gave update to committee.

9.  Review and Possible Action on Applying For Extended Frequency Bridge Inspections.

Motion by Schell, seconded by Spencer.

Motion carried.

10.  Review and Possible Action Approving Quotes for Plows.

      Motion by Schell, seconded by Bychinski to accept Madison Trucks Proposal for $8,249.

Motion carried.

11.  Review and Action Approving Resolution Accepting Proposal for Two (2) 550 or 5500 Series Trucks with Dump Bodies.

Motion by Bychinski, seconded by Stevens to accept Ewald Proposal for Two (2) Trucks for $108,998 and Dump Bodies for $54,499/each.  

Motion carried.

12.  Review and Action Approving Resolution Accepting Proposal for One (1) Quad Axle Trailer.

Motion by Bychinski, seconded by Spencer to accept Proposal from Aring Equipment for $55,000.

13.  Review and Action Approving Resolution Accepting Proposal for Excavator Mulcher.

Motion by Schell, seconded by Bychinski to accept Proposal from Aring Equipment for $41,500.

Motion carried.

14.  Review and Action Approving Two-Way Radio Replacement Quote.

Motion by Bychinski, seconded by Stevens to accept Baycom Proposal for $205,593.43. 

Motion carried.

15.  Update on Traffic Signals at CTH BD and Pit Rd.

Gavinski updated, need Traffic Counts in Spring.

No action taken.

16.  Next Meeting Date and Items for Agenda.
