- *It is anticipated that the Committee may enter into closed session pursuant to Wis. Stat. s. 19.85(1)(e) for the purposes of deliberating or negotiating the purchase of public properties, the investing of public funds, or conducting other specified public business whenever competitive or bargaining reasons require a closed session. (Topic: Discussion and Possible Approval to Purchase Property at 616 Linn Street, Baraboo, WI 53913). A roll call vote will be taken to go into closed session and return to Open session.

Meeting of May 11, 2022
SUBJECTS FOR DISCUSSION:
1. Meeting called to Order by Chairman Peper.
Present: Peper, Spencer, Schell, Flint, Detter, Gavinski, Carignan, Rehr, B. Desmond, B. Miller, Richard Fish, Jerry Moll, Annie Laurie Meier, Dave Meier and Jeff Freel.
Absent: None.
2. Election of Officers –
Motion by Flint to nominate Peper for Chair. Motion by Flint to nominate Smooth for Vice-Chair. Motion by Flint to nominate Spencer for Secretary.
3. Regular Meeting Date and Time.
2nd Wednesday of the month, 5pm.
4. Adopt Amended Agenda.
Motion by Detter, seconded by Schell to adopt the amended agenda.
Motion Carried.
5. Adopt Minutes from Previous Meeting.
a. April 13, 2022 regular meeting.
Motion by Schell, seconded by Spencer to approve the minutes from the April 11, 2022 meeting.
Motion Carried.
6. Public Comment.

7. Communications.
a. Ad Hoc Committee Update.
Gavinski updated committee. Starting earthwork in Baraboo in July. Gavinski will look into dates for an Ad-Hoc Meeting in June.
b. WCHA Update.
Gavinski updated committee.
8. Closed Session – Discussion and Possible Action Approving Purchase of Property.
Motion by Flint, second by Schell to go into Closed Session.
Roll call vote was taken.
9. Discussion and Action Approving Monthly Vouchers.
Motion by Schell seconded by Detter to approve monthly vouchers in the amount of $305,599.58
Motion Carried.
10. Discussion of the Highway Department Monthly Report.
Gavinski updated the Committee on highway committee duties, state statue, committee to commissioner with County Administrator.
11. Discussion of the Highway Department Monthly Financial Reports.
Gavinski updated the Committee.
12. Discussion on Spring Road Tour Date and Guidelines.
June 4, 2022 @ 7am Log Cabin, Baraboo, WI
13. Discussion and Approve Resolution Honoring John Geoghegan.
Motion by Schell seconded by Spencer to approve the Resolution Honoring John Geoghegan and naming the new highway conference room the “John Geoghegan” conference room.
Motion Carried.
14. Discussion and Action on Resolution on Attendance at the WCHA Summer Road School.
Gavinski discussed. No resolution needed.
15. Discussion on Request for Proposal for Speed Studies.
Gavinksi updated committee. (CTH DL and CTH V)
16. Discussion and Action on Amending the Sauk Co. Code Chapter 15 Ordinance.
Motion by seconded by to approve the ordinance amending the Sauk Co. Code Chapter 15.
Gavinski updated committee that he received a call from Chair McCumber saying he’s opposed the way the current ordinance, in regards to opening all county roads/highways. Concerns with Town of Merrimac, Village of Lake Delton.
Motion by Detter, seconded by Spencer to move forward with ordinance as is.
17. Discussion and Action on Resolution for Request for Easement by Reedsburg Utility.
Motion by seconded by to approve the resolution for request for easement by Reedsburg utility.
Gavinski updated committee.
Motion by Flint, seconded by Schell to approve the easement request by Reedsburg Utility.
Motion Carried.
18. Discussion and Action on CTH G Contract Amendment from Jewell Associates Engineers.
Motion by, seconded by to approve the CTH G Contract Amendment from Jewell Associates Engineers.
Gavinski updated. Consider BIL Funding.
Motion by Flint, seconded by Detter to approve the amended contract by Jewell.
Motion Carried.
19. Discussion and Possible Action on Telehandler Purchase.
Gavinski updated the committee. Fabick is looking for a Tractor Backhoe. Proposed telehandler. Bring back next month. No motion.
20. Update on Wards Corners Gate Project.
Gavinski updated committee.
