HIGHWAY COMMITTEE MINUTES

Meeting of June 8, 2022

 

SUBJECTS FOR DISCUSSION:

    1. Meeting called to Order by Chairman Peper.

Present: Peper, Spencer, Schell, Flint, Detter, Gavinski, Rehr, B. Desmond, B. Miller, R. Spencer, Leonard Wells.

Absent: Carignan.

      2. Adopt Agenda.

Motion by Spencer, seconded by Schell to adopt the agenda moving item #12 to the beginning of the agenda.

Motion Carried.

      3. Adopt Minutes from Previous Meetings.

              a.  May 11, 2022 regular meeting and June 4, 2022 road tour

Motion by Schell, seconded by Spencer to approve the minutes from the May 11, 2022 and June 4, 2022 meetings.

Motion Carried.

      4.  Public Comment.

Robert Spencer discussed ATV’s.

       5.  Communications.

             a.  Ad Hoc Committee Update.

Gavinski will update the committee during the Ad-Hoc meeting.

            b.  WCHA Update.

Gavinski, Carignan, Flint and Peper attended the WCHA Summer Road School Conference in Wisconsin Dells.

        6.  Discussion and Action Approving Monthly Vouchers.

Motion by Schell seconded by Detter to approve monthly vouchers in the amount of $258,842.05

Motion Carried.

        7.  Discussion of the Highway Department Monthly Report.

Gavinski updated the Committee.

        8.  Discussion of the Highway Department Monthly Financial Reports.

Gavinski updated the Committee.

        9.  Discussion of the Highway Department 2021 Financial Report.

Gavinski discussed with the Committee.

        10.  Discussion and Action on Amending the Sauk Co. Code Chapter 15 Ordinance.

Discussion took place.  Tim McCumber stated he would like to have the municipalities involved in the process.  Committee voiced concerns.  Gavinski updated the Committee on the municipalities that have responded so far and ones we are waiting to hear back from due to later in the month board meetings.  This agenda item will be put on the County Board agenda in July, 2022.

No Action.

       11.  Discussion of the CTH G Project.

Gavinski updated the Committee on approved funding for this project.

       12.  Discussion and Possible Action on Request for Land Acquisition by New Life Church.

Leonard Wells was representing the New Life Church.  Discussion took place on a land swap.  Leonard wells will further look into getting a CSM and bring more information back to us when he has it.  The Committee is interested in doing a land swap.  This will have to go to property and insurance when the time comes.

       13.  Discussion and Possible Action on Telehandler Purchase.

Gavinski – no update.

No Action.

       14.  Discussion on Highway Department Policies.

Gavinski will be updating policies to bring back to the Committee for approval.

       15.  Next Meeting Date and Items for the Agenda.

July 13, 2022 at 5pm

        16.  Adjournment.

Motion by Flint, seconded by Schell.
