RFP for Design Services

September 20, 2022

Sauk County, Town of Sumpter, Town of Dellona, Town of LaValle, and Town of Winfield (Project Sponsors) are soliciting proposals to provide design engineering services for the replacement of the existing bridges and the necessary approaches for the following structures:

1. CTH X bridge over Baraboo River, located in the Town of Greenfield.
Bridge ID B-56-0020.

2. CTH W Bridge over Skillet Creek located in the Town of Baraboo.
Bridge ID B-56-0595

3. CTH HH Bridge over Dell Creek, Located in the Town of Dellona.
Bridge ID P-56-0073

4. Stones Pocket Rd over Otter Creek, Located in the Town of Sumpter
Bridge ID P-56-0170

5. Stout Rd over Crossman Creek, Located in the Town of LaValle
Bridge ID P-56-0114

6. Village Rd over Hill Point Creek, Located in the Town of Washington
Bridge ID P-56-0928

7. Bass Rd over Hay Creek, Located in the Town of Winfield
Bridge P-56-0931

This design service shall be 80% State Funded and 20% locally funded by the project sponsor (Town or County). The Department of Transportation has enumerated the (7) projects with ID #s as follows:

CTH X: 5090-00-00/70
CTH W: 5678-00-04/74
CTH HH: 5899-00-02/72
Stones Pocket Rd: 5853-00-03/73
Stout Rd: 5786-00-00/70
Village Rd: 5855-00-03/73
Bass Rd: 5322-00-01/70

The projects are currently slotted in the WISDOT program as follows:

CTH X: Construction scheduled for State Fiscal Year 2027
CTH W: Construction scheduled for State Fiscal Year 2026
CTH W: Construction scheduled for State Fiscal Year 2027
Stones Pocket Rd: Construction scheduled for State Fiscal Year 2026
Stout Rd: Construction scheduled for State Fiscal Year 2026
Village Rd: Construction scheduled for State Fiscal Year 2025
Bass Rd: Construction scheduled for State Fiscal Year 2025

 

The consultant’s schedule shall include sufficient time for the real estate acquisition to be completed prior to PS&E delivery.

The Scope of Work shall include, but not be limited to:

1. Design according to Department of Transportation standards including the LRFD Bridge Manual and the Department’s Facilities Development Manual.

2. Pavement design worksheet included with DSR.

3. Environmental Report—assuming programmatic document.

4. Hazardous Materials Checklist—Phase I Hazardous Material Assessment shall be considered extra services.

5. Screening for Historical and Archeological. Section 106 archaeological and historical surveys shall be considered extra services.

6. Wetland determination.

7. Coordination with and permitting from U.S. Army Corps of Engineers and Sauk County Land Resources and Environment Department.

8. Utility coordination according to WISDOT guidelines for non-Trans 220 projects.

9. Public Involvement including attending (1) informational meeting, preparing exhibits, handouts and a summary report.

10. Surveying and Right of Way plat, including title searches, preparation of Relocation Order and deeds, temporary staking of proposed right of way for appraising purposes and permanent staking after construction. Acquisition services shall be considered extra services.

11. Soils and Subsurface Investigations—with a minimum (2) borings per bridge.

12. Road Plans.

13. Structure Plans.

14. Meetings including an Operational Planning meeting and attending the pre-construction conference. Meetings with the Owner as necessary.

15. Full PS&E packets.

Proposal shall include the proposed design team members by role, names of proposed sub-consultants, firm’s current workload of similar projects and availability to meet the proposed deadlines.

Proposal shall be a maximum of 10 pages long.

Proposals will be reviewed, and interviews may be requested. Consultant selection will utilize Qualification Based Selection.
