1. Call to Order: Meeting called to order at 3:04 pm
2. Adopt Agenda: Motion by Pate, seconded by Bailey to adopt agenda. Motion carried.
3. Approve Minutes from January 23, 2024, meeting: Motion by Machovec – adding that an edit of the year on title of minutes be edited to ‘2024’, seconded by Fleischmann. Motion carried.

6. Review of 2023 LRM Budget Balance: Pate handed out 2024 Budget progress document. Discussion.

- 2023 WLIP Grant project: Dederich noted all projects have been completed and submitted. Steve Alt did some great work in researching and excavating corners to reestablish some corners along the north line of the county, finding original stones. The parcel mapping will need to be adjusted due to these findings but the mapping will be improved to accurately reflect the corner locations. There is one outstanding invoice that had not been approved and forwarded to LIO for invoicing. Co. Surveyor will follow-up with LIO to discuss.
- Surveyor noted that he would like to get the North line of Woodland Township done related to ‘double-corners’. There are about 10-11 corners that would need to be acquired. Juneau County has these, Sauk County never gave these numbers, so they weren’t counted in our Corner number totals or acquisitions. Dederich hopes to be able to get these completed this year before the end of his term.

- 2023 Land Records Report to DOA: Felton noted that work on the report has begun. The report should be done in the next week and then sent to DOA.

- 2024 Summer Intern Projects: Fleischmann discussed the projects that the summer intern will work on: Reworking of 2020 contours for publishing to online portal, Zip code boundary and route updates, Golf course hole locations for Sheriffs Dispatch.

- 2025 Orthophotography Flight: Felton commented on the pricing for the Orthos. The desire is to get 3” but at $180/sq.mi it is costly (~$150,000), 6” is $76/sq.mi. (~$64,000). Felton recalled later that a letter of intent was signed with Ayres in August of 2023 for a 2025 flight. Updates on this project will be provided at September meeting.

- FY25 NG911 GIS Grant application: Felton and Fleischmann made comments on this grant opportunity. There is a list of approved allowable examples of GIS projects to be able to apply for and expend these grant funds. “Orthos-imagery services needed to compile recommended data layers related to NG9-1-1 standards and best practices” is one item that we could qualify for. Will look into this as a possibility to acquire 3” imagery with this grant possibly paying for the difference in the costs from 6” to 3”. Other options will be looked into as well with this grant. Deadline for the application is August 31, 2024. For budget purposes we will need to confirm expenditures and likelihood of acceptance so we can move forward on projects and send in this grant application, and reflect expenditures in 2025 Budget.

- 2025-2028 Land Info Plan update: Felton noted the next 3 year Land Info Plan is slated by the State to be updated and approved by the County Land Info Council by the end of this year. The next meeting is September. This committee will need to approve the County’s plan at that meeting. Felton encouraged everyone to review the plan and look at areas related to their departments to see what needs to be updated and any changes they may want to see to those parts of the plan. Felton also asked everyone to consider any projects or ‘wish list’ items to add to the plan. Any items that are in the plan can be considered for grant opportunities that the State may offer. Felton noted its better to add it in the plan and be proactive for those opportunities. Felton also noted that the plan can be updated at any time and noted that the County’s plan was updated in the last 6 months to accommodate projects that came up for inclusion in the 2024 SIG application. Felton will provide updates as the plan gets updated. If anyone has anything to add to the plan or questions regarding the plan, contact Felton at any time to discuss.

8. 2025 Land Records Modernization Budget: Discussion of 2025 Goals and Priorities-
Pate handed out the current Goals and Priorities. Pate mentioned to contact Felton or Fleischmann about any additional items for update to this document. Discussed some 2025 budget items. Fleischmann noted that the upgrade to 11.1 Enterprise for the server will be needed.
9. Agenda items for next meeting: 2025-2028 LRM Plan approval and FY25 NG911 GIS Grant Application will be added to this agenda. Will forward usual agenda items to September 2024 agenda.

11. Adjournment: Motion by Machovec, seconded by Fleischmann to adjourn meeting at 3:29 pm. Motion carried.
