Purpose
To adopt the 2021-2026 Bluffview Community Park Master Property Plan as an Appendix to the 2020-2024 Sauk County Outdoor Recreation Plan.
Background
The Sauk County Land Resources and Environment Department has created the 2021-2026 Bluffview Community Park Master Property Plan (Appendix A) for the development, future management, enhancement, and expansion of recreational services. The property has been acquired for the use of federal Community Development Block Grant Funds (CDBG) to create a community park for the citizens of Bluffview, a low-income community. The County hired Damon Farber Landscape Architects to design the property and Vierbicher to assist with the administration of the funds. The property was designed to create a playground for all ages, family gathering spaces, ADA accessibility, improved aesthetic appeal, and enhanced environmental benefits. Sauk County will maintain the property as part of the County Parks and Recreational System for the enjoyment and benefit of local and visiting citizens.

Fiscal Note: The Wisconsin Department of Administration’s Division of Energy, Housing and Community Resources (DEHCR) has approved the amount of $427,232.71 of CDBG-CLOSE funds to be used for the initial development of the property, along with $100,000 of ARPA funds. In addition, the LRE Budget does account for staff time associated with maintenance of the property as well as park maintenance materials. Additional improvements and/or acquisition of land would be reviewed in future budget cycles.

THEREFORE, BE IT RESOLVED, that the Sauk County Board of Supervisors, met in regular session, does hereby adopt the 2021-2026 Bluffview Community Park Master Property Plan attached hereto as Appendix A as an appendix to the 2020-2024 Sauk County Outdoor Recreation Plan.
Approved for presentation to the County Board by the Land Resources and Environment and Economic Development Committees, this 18 day of February, 2022.
