Purpose

The Health Educator’s role is to provide education and coalition building funded through the WI-PDO grant that will allow first responders (law enforcement, fire and rescue, and crisis workers) and family members the opportunity for naloxone administration training and distribution.

Creating one full time Health Educator position for the Sauk County Health Department outside the budget process for the WI-PDO grant. A Health Educator educational background includes health assessments, environmental scans, data analysis and coalition building.  With the initial request the department was going to use a nurse to provide education and dispense Naloxone at public meetings however, in review of the nurse practice act and state statutes, nurses are unable to dispense prescription medication.  A Public Health Nurse costs approximately $93,466 annually whereas a Health Educator costs approximately $82,976 a difference of $10,424.

            WHEREAS, “a local health officer shall administer all funds received by the local health department for public health programs” as established by Wis. Stats. §251.06(d); and,

 

 

            WHEREAS, “a county board shall appropriate funds for the operation of a health department and the local board of health shall annually prepare a budget ….” as established in Wis. Stats. §251.10; and,

 

WHEREAS, the Sauk County Board of Supervisors approved the Prescription Drug/Opioid Overdose Related Deaths (WI-PDO) Grant to train and distribute Naloxone in the community with the 2016 budget and funding exists for the next five years; and,

 

WHEREAS, A Health Educator’s role is to provide education and coalition building funded through the WI-PDO grant that will allow first responders (law enforcement, fire and rescue, and crisis workers) and family members the opportunity for Naloxone administration training and distribution; and,

WHEREAS, the goal of the WI-PDO grant is to decrease the number of opioid overdose related deaths and adverse events by 10% among individuals 18 years and older, In 2015, there were 12 deaths, in 2016 there were 14 deaths and in 2017 there are potentially 5 deaths year to date in Sauk County from Opioid overdose; and,

WHEREAS, the  first date of Naloxone training and education will be June 27, 2017 and will be provided to county employees that may be exposed to heroin in the course of their job duties and consecutive trainings to the community at large will be scheduled throughout the grant cycle; and,

      WHEREAS, a Health Educator is trained in these processes along with education on grant writing, data collection and analysis; and,

      WHEREAS, in order to comply with the WI-PDO grant requirements the Health Director, Deputy Director have evaluated the program requirements and how best to meet the goals and objectives; and, 

WHEREAS, the Board of Health has endorsed the creation of the Health Educator position to carry out the required functions as established; and,

WHEREAS, the Personnel and Finance Committees, as established in Wis. Stats. §13.19 (4)(d) of the Sauk County Code of Ordinances, have reviewed the position request and determined that the need for the Health Educator position and funding exists, subject to the elimination of the existing Public Health Nurse position, a Health Educator educational background includes health assessments, environmental scans, data analysis and coalition building.  With the initial request the department was going to use a nurse to provide education and dispense Naloxone at public meetings however, in review of the nurse practice act and state statutes, nurses are unable to dispense prescription medication, a nursing positon isn’t required; and,

 

            WHEREAS, it would be in the best interest of the County to create one full time Health Educator position for the Health department outside the budget process; and,

 

 

            NOW, THEREFORE, BE IT RESOLVED, by the Sauk County Board of Supervisors,

met in regular session, that a full time Health Educator position be created and one full time Public Health Nurse position be eliminated effective June 20, 2017.
