AUTHORIZING CONTRACT WITH AVERTEST, LLC D/B/A AVERHEALTH TO PERFORM URINALYSIS TESTING FOR SAUK COUNTY ADULT TREATMENT COURT

Background: The Sauk County Treatment Court uses random drug testing as a part of its treatment court program.  Research has shown that programs who follow best practices surrounding testing have a 61% higher cost savings and the single most important aspect to testing is ensuring witness testing collection for all participants.  This resolution would authorize Sauk County Treatment Court to sign a contract with Avertest LLC, d/b/a averhealth (“AVERHEALTH”) to provide measurement-based systematic monitoring services for participants in Sauk County’s Adult Treatment Court.  Services include standard six (6) Panel plus ETG or one other specialty drug urine analysis. Averhealth shall conduct same gender, directly observed urine collections and shall operate a laboratory that is certified by the Department of Health and Human Services (DHHS) Clinical Laboratory Improvements Act (CLIA) and the College of American Pathologist- Forensic Drug Testing (CAP-FDT). They will also provide a case management system, client notification system, video testimony and training/ consultation sessions.
