On Monday, July 22, 2019, at about 12:13 pm, the Sauk County Sheriff’s Office received a report of a male slumped over the wheel of his car on Oak Hill Rd 2/10 mile north of Coon Bluff Rd, township of Dellona, Sauk County, Wi.  Witnesses were unable to wake the man.

At about 12:19 pm, a Sauk County Deputy arrived on scene and noticed the 2010 Ford Escape was stopped in the lane of traffic, was in gear, and was running.  The operator, Winston C. Cloud, age 20, of Reedsburg was alone in the Ford in the driver’s seat.  The deputy noticed that Cloud was holding a needle in his hand and was also having difficulty waking him.  As the deputy tried to put the Ford in park, Cloud came to and released the brake.  The Ford rolled backwards about 20 feet and struck the front of the Deputy’s squad causing minor damage to both vehicles.

No one was injured in the incident and no damage estimates are available at this time.  The Wisconsin State Patrol assisted with the investigation and determined that Cloud was under the influence of drugs and was not having any medical issues.  Cloud was arrested for Operating a Motor Vehicle While Intoxicated, Second Offense and Operating after Revocation, Second Offense.
