Purpose

Chapter 15 was originally created and adopted by The Sauk County Board of Supervisors on April 16, 2013, by Ordinance No. 6-2013.  Chapter 15 sets forth the procedure and criteria for designating and approving county highway segments and crossings as ATV/UTV routes, and states the applicable rules for trail construction and maintenance, and operation.  The current ordinance lists criteria that are difficult to evaluate and it does not contemplate local municipal input.  The proposed ordinance addresses local municipal input, as well as more clearly defines criteria to be considered when approving an ATV/UTV route. The proposed ordinance also addresses concerns about ATV/UTV operation, including open intoxicants, insurance and driving license requirements. A copy of the proposed recreation of Chapter 15 is attached as Addendum A.  This implementing ordinance repeals the existing Chapter 15 of the Sauk County Code of Ordinances, and recreates Chapter 15 with these changes, and makes numbering changes to Chapter 20 to reflect the changes in Chapter 15.  A copy of the changes made to Chapter 20 is attached as Addendum B.
