Aging & Disability Resource Center Committee

Members Absent: Moore (excused), Whitsell (excused)
County Personnel: Susan Blodgett, ADRC; Tony Tyczynski, Veterans; Quinn Hause, ADRC; Robin Kitzinger, ADRC
Others Present:
Spencer called the meeting to order at 2:50 p.m. and compliance with the Open Meeting Law was verified.
MOTION (McAuliffe/Braunschweig) to adopt the agenda. Motion carried unanimously and agenda adopted.
MOTION (Braunschweig/McAuliffe) to approve the minutes of the regular meeting on May 10, 2018. Motion carried unanimously.

Communications: None
Tony Tyczynski, Veterans Service Office (VSO):
a) Tyczynski reviewed the department service trends and updates. Discussion followed; no action taken.
b) Tyczynski presented the 2019 Budget mission, vision and goals for the department. Discussion followed; no action taken.
c) Tyczynski presented the monthly financial statement and a list of invoices for his department. Discussion followed.
MOTION (Braunschweig/McAuliffe) to approve the financial statement and the May 2018 bills in the amount of $ 4,252.97. Motion carried unanimously.
McAuliffe requested the actionable items for the ADRC be moved up on the agenda as she needs to leave by 4:00. All agreed to move up items a, f, g, h and the meeting proceeded in that order.
Susan Blodgett, Aging & Disability Resource Center (ADRC):
a) Blodgett explained how this Committee serves as the Commission on Aging by State statute, and the need to have an advisory committee and transportation coordination committee to meet GWAAR requirements. Blodgett read the names of those interested in serving on the two committees and requested approval to forward the names onto the County Board for appointment.
MOTION (McAuliffe/Braunschweig) to approve the names and forward to the County Board. Motion carried unanimously.
e,f) Blodgett presented the monthly financial statement and the list of monthly invoices for her department.
MOTION (McAuliffe/Braunschweig) to approve the May 2018 bills in the amount of $44,784.63. Motion carried unanimously.
h) Blodgett presented a chart of attendance for the Spring Green Dining Site which showed a significant drop in attendance on Thursdays and Fridays since the opening of the restaurant model site in Plain. GWAAR does not object to the closing of the hot meal site on Thursdays and Fridays as long as two provisions are met: (1) the clients that were attending receive frozen meals on Wednesdays to cover the two days; (2) if the clients wished to go to Plain, the ADRC would provide transportation. Blodgett asked the Committee to approve the closing of the hot meal site in Spring Green on Thursdays and Fridays. Discussion followed.
MOTION (Spencer/McAuliffe) to close the Spring Green Dining Site hot meal program on Thursdays and Fridays. Motion carried unanimously.
g) Blodgett presented a preliminary draft of the 2019 expense budget and asked the Committee to identify the goals for 2019. Discussion followed and the goals identified as: (1) increase the number of clients at the Spring Green Dining Site by 5% - to be reported quarterly, (2) increase the attendance at the Lake Delton Gathering Site by 5% - to be reported quarterly, (3) move Reedsburg Dining Site to a new location.
b) Blodgett reported on the attendance at the Lake Delton Gathering Site and the requirement set forth in the resolution being met. This program will be included in the 2019 budget proposal. Braunschweig questioned the appointment of a member of this Committee to the Lake Delton Ad-Hoc Advisory Committee as required in the resolution. Discussion followed.
MOTION (Braunschweig/McAuliffe) to recommend to Peter Vedro that he appoint Chuck Spencer as the ADRC representative for the Lake Delton Ad-Hoc committee. Motion carried unanimously.
c) Blodgett gave an update on the success of the My Meal, My Way pilot program. Discussion followed. McAuliffe and Blodgett agreed to set a date to visit 3 of the dining sites together so that McAuliffe may get a better understanding of the uniqueness of each site.
McAuliffe left at 4:04. The quorum requirement for the meeting to continue was not met, and only discussion items were presented.
