“This meeting is open to the public. However, in light of the COVID-19 pandemic, members of the public may wish to watch the meeting on streaming video which can be found on the County’s webpage at https://www.co.sauk.wi.us/meetings. No one should attend the meeting if they are experiencing COVID- or flu-like symptoms, have a fever, sore throat or recently experienced a loss of taste or smell. Masks are encouraged but not required. Social distancing of 6 feet is required.”

Curry called the meeting to order at 4:00 p.m. and compliance with the Open Meeting Law was verified.
MOTION (Polivka/Riek) to adopt the agenda. Motion carried unanimously.
MOTION (Riek/Dorner) to approve the meeting minutes from July 6th 2020. Motion carried unanimously.

Tony Tyczynski, Veterans Service Office:

VSO departmental updates and service trends

Tyczynski discussed the outreach by VSO; He stated that VSO had their first post visit at La Valle since March, 2020 and he attended the Sauk County VSC meeting. Susan Stoddard completed her accreditation training that was postponed due to COVID-19 pandemic. Discussion followed, No action taken.

Tyczynski discussed the current Veterans case trends – seeing several more Blue Water navy claims received and Board of Veterans Appeals grants received. VSO is seeing a lot of challenges with availability of mental health counseling. VA office need more resources for people with mental health problems. Deich presented a case from a veteran who need mental counseling. Tyczynski stated that VSO need mental counselor to help the veterans in need. Discussion followed;

Tyczynski reviewed the year to date activity for his department. He presented to the board his monthly report. Discussion followed. No action taken

Deich presented the Sauk County VSO Homeless and At-Risk Report for July 2020. Deich stated that VSO has had 47 referral request for help with Homelessness or At-Risk. Some veterans get enrolled in programs with CVI for up to 6 months, others are working with Veterans Outreach and Recovery Program (VORP). In July VSO resumed the visits at the Saul County jail. Discussion followed. No action taken.
b) Tyczynski presented the monthly financial statements for his department. Discussion Followed, No action taken
c) Consider approval of the Monthly Invoices – Tyczynski presented his monthly invoice report. Discussion followed.
MOTION (Polivka/Bushweiler) to approve the monthly invoices for July 2020 in the amount of $ 331.83. Motion carried unanimously
d) Review 2021 Draft Budget - Tyczynski presented to the board VSO 2021 draft budget. He presented to the board members the VSO goals for 2021, the program cost and projected expenses for his department. Discussion followed. No action taken.
Susan Blodgett, Aging & Disability Resource Center
a-b) Blodgett presented to the board the 2021 ADRC budget projections. She presented to the board the ADRC mission, vision, goals and performance measures for 2021 budget. She stated that in 2021 ADRC is planning to buy a new vehicle using the DOT trust fund balance, no levy. She presented to the board the 2021 Program cost and projected expenses for her department. In 2021 we are hoping that we will be able to open our congregate dining centers. Discussion followed.

Blodgett explained to the board that ADRC receive grant money from GWAAR to provide services for our clients. This year due to COVID-19 GWAAR gave permission to transfer funds from the congregate program to Home Delivered Program. All congregate dining centers are closed but the amount of people receiving home delivered meals is increasing. Blodgett submitted a request to GWAAR to transfer funds from congregate to home delivered meals program. Discussion followed.
MOTION (Bushweiler/Polivka) to approve transferring $136,671 of current year OAA funds from IIIB, IIIC1, and IIID to IIIC2- Home Delivered Meal program, and $56,268 of CARES B & CARES E to CARES C-2-Home Delivered Meal Program. See attachment to minutes. Vote all in favor.

Blodgett informed the board that the Reedsburg Dining center is located in Boys and Girls club since April, 2019 and during the summer months ADRC was sharing space with Boys and Girls club so they can have their program running also. Some of our clients were not comfortable of having a lunch in the same room with some children. After a long process ADRC found a new home for Reedsburg Dining Center at Cornerstone Missionary Baptist Church of Reedsburg. Discussion followed.
MOTION (Dorner/Bushweiler) to approve the move of Reedsburg Dining Center from Reedsburg Boys and Girls Club to Cornerstone Missionary Baptist Church of Reedsburg. Vote all in favor
e) Blodgett presented to the committee the ADRC monthly report. Our Nutrition program restarted daily hot meals from the HCC on June 15 and there are still a good number of logistic to be worked out to be complaint with COVID-19 requirements. The HCC will begin providing frozen meals, beginning mid-August, 2020, so the end of July was the end of our contract with Sauk County Catering. There are still a good number of logistics to be worked out to be compliant with Co-vid requirements. Congregate dining centers will remain closed thru the end of the year. ADRC works to reopen all services in the next few months. We are able to do grocery pick-ups for our clients, but all Fun day trips are cancelled for now. All Social Workers continue to be exempt from in person meetings with clients until the state provides different direction. Discussion followed. No action taken.
f-g) Blodgett presented the monthly financial statements and list of invoices for her department. Discussion followed.
MOTION (Polivka/Dorner) to approve the July 2020 bills in the amount of $ 30,181.05. Motion carried unanimously.
Aging & Disability Resource Center of Eagle County Board Update: Grothjan informed the board that at the last regional meeting they discuss how to get to the clients more information about voting. He also informed the board that ADRC of Sauk County received a positive feedback from all nursing homes at Sauk County. He read an e-mail from Meadow Ridge assisting living. Discussion followed. No action taken.
