Chair Spencer called the meeting to order at 3:35 p.m. and compliance with the Open Meeting Law was verified.
Request made by Whitsell to the order on the agenda. Requested Aging and Disability Recourse Center (ADRC) items 7-c, 7-d and 7-e report to be presented before Veterans Service Office (VSO) report; MOTION (Curry/McAuliffe); all in favor
MOTION (Whitsell/Curry) to adopt the agenda with requested changes. Vote all in favor
MOTION (Whitsell /McAuliffe) to approve the minutes from the meeting on February 11th, 2020. Motion carried unanimously.

Susan Blodgett, Aging & Disability Resource Center
7. c) Blodgett presented to the committee members a resolution to authorize ADRC to purchase a rear entry handicapped accessible van for the ADRC transportation program using DOT trust fund balance and amending the 2020 budget. Blodgett stated that in the past 6 months ADRC have a huge increase of the wheelchair rides, many clients are non-ambulatory and must have a vehicle that will accommodate a wheelchair, motorized wheelchair, and/or scooter. The ADRC has busses that accommodate such riders, but it is more cost effective to transport such clients in a van. No levy dollars will be used. ADRC will use the funding from the DOT trust fund to purchase an additional wheel chair van to accommodate the increased need for wheelchair and scooter transport to medical appointments. Blodgett presented the bids received from the vendors. Discussion followed.

7. d) Blodgett presented to the committee members a resolution to authorize a contract between ADRC and Reedsburg Country Club for the provision of congregate meals to the Sauk County Senior meals program. Blodgett stated that the previous contract with Reedsburg Country club was just for a trial period of 3 months and now ADRC would like to extend this contract until the end on 2020. During the past 3 months this dining option became very popular, ADRC was able to increase the number of the congregate diners from 3 diners to 40 diners a day. Discussion followed.
MOTION (Whitsell/McAuliffe) to approve the resolution to authorize a contract with Sauk County Aging and Disability Resource Center Senior meal program and Reedsburg Country Club for the provision of congregate meals. Vote; All in favor.
7-e) Blodgett presented to the committee members a resolution to authorize a contract between ADRC and Wynn Dedrick, general manager of The Shed restaurant for the provision of congregate meals to the Sauk County Senior meals program. Blodgett stated that ADRC wants to start a dining option for our clients who live around the Spring Green area. Since GWAAR closed a year ago the congregate dining center in Spring Green ADRC was working to open a different dining model for our diners in the Spring Green area. ADRC will offer a restaurant model, serving soup and salad 2 days a week. Blodgett discussed the total cost, the benefits, the value and the total impact of the My Meal My Way program. Discussion followed.

6. Tony Tyczynski, Veterans Service Office:

Tyczynski discussed the outreach by VSO;He stated that the in the past month he had a lot of post visits and he will attend at least 5 in the next month. Facebook continue to grow. Discussion followed, No action taken.

Tyczynski discussed the current Veterans case trends are very time consuming. Tyczynski stated that they have a lot of denials from the Hearing claims and Blue Water Navy veteran’s cases. Discussion followed; no action taken.

c-d) Tyczynski presented the monthly financial statements and the Monthly invoices for his department. Discussion Followed
MOTION (Curry/McAuliffe) to approve the monthly invoices for February 2020 in the amount of $1,257.54. Motion carried unanimously
e) Tyczynski presented to the board members reports showing that VSO have some funds from 2019 that can be carryforward to 2020. Those funds can be used in 2020 to cover salary expenses, mileage reimbursements, training and etc. Discussion followed.
MOTION (Whitsell/McAuliffe) to approve the Veterans Service Office carry forward funds. Vote; All in favor.
7. Susan Blodgett, Aging & Disability Resource Center

Blodgett informed the board that this agenda item was requested from Whitsell. Blodgett and Whitsell attended the regional meetings. Blodgett also met with Becky Dahl and Kerry Beghin to discuss the ADRC funding in 2020. Blodgett presented to the board reports showing how many cases each county part of the region had in 2019 and YTD in 2020. In 2019 the Sauk County ADRC social workers staff had over 500h overtime and they were not reimbursed for that. Discussion followed.
Dahl stated that every year the Regional office is trying provide additional funds to each county if they are available. Some counties overspend their funds some don’t. At this point the ADRC regional office don’t know when they will receive the State relocation funding. Dahl reported that each regional office asked for additional funds and they will try to accommodate every need. The ADRC regional office will apply for one time cost grant to cover some salary expenses. Dahl reported that in the past month they discovered that the unduplicated clients were not reported. Each I & A worker served 297 clients a year. Sauk County had more unduplicated clients than the other counties in the regional office. Blodgett reported that if Sauk County ADRC will receive additional funds of $36, 764.00 she will be able to hire another I & A social worker in 2020. Discussion followed. No action taken.

Blodgett reported that ADRC offered new restaurant models at Reedsburg Country Club and at Four Star Restaurant in January, 2020 that have been a great success. Grand openings were held in February, hosting 192 different diners between the two locations. Blodgett reported that February 14th, 2020 Schnitzebank restaurant in Plain closed. Blodgett presented the YTD Nutrition meals numbers. Discussion followed. No action taken
