a. Discussion and possible action on petition #6-2017, granting of a Conditional Use Permit (CUP) pursuant to s.7.027(12) stable & equestrian facility of the Sauk County Zoning Ordinance. This property is located in Section 6, T11N, R7E, Town of Greenfield, owned by Cady, LLC.
b. Discussion and possible action on petition #7-2017, granting of a Conditional Use Permit (CUP) pursuant to s.7.041(3) Landfill, clean of the Sauk County Zoning Ordinance. This property is located in Section 22, T12N, R6E, Town of Baraboo, owned by Keith Goerks.
9. Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Christopher & Tami Meyer located in Section 20, T11N R4E, Town of Westfield, Sauk County pursuant to Subchapter IX, of the Sauk County Zoning Code of Ordinance.
10. Discussion and possible approval of a single family residence CUP pursuant to Sauk County Code of Ordinance, s.7.074(3), for James Dunse located in S25, T12N, R4E, Town of Reedsburg.

Conservation, Planning, and Zoning (CPZ) Committee members present: D. Polivka, E. Peterson, N. Johnson, J Ashford, J. Dietz, C. Lehman.
Absent: M. Flint, S. Laubscher.
Others present: L. Wilson, B. Simmert, G. Templin. See registration slips for those in attendance for public hearing.
At 9:00 a.m. Polivka called the Conservation, Planning, and Zoning Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by C. Lehman/J. Ashford to adopt the agenda as presented. Motion carried, all in favor.
Motion by C. Spencer/C. Lehman to approve the March 9th CPZ Committee meeting minutes. Motion carried, all in favor.

Communications:

Discussion and possible action on accepting the truck bid from Ewald Chrysler Jeep Dodge Ram. Templin reviewed the resolution and bids provided. Motion by J. Ashford/C. Spencer to approve the truck bid from Ewald Chrysler Jeep Dodge Ram. Motion carried all in favor.
Discussion and possible action on an amendment to the Town of Merrimac Zoning Ordinance pursuant to Wis Stat. §60.62(3) Simmert appeared and explained the amendment to the Town of Merrimac Zoning Ordinance, the rezoning requests and the surrounding properties. Motion by C. Lehman/E. Peterson to accept the rezoning by the Town of Merrimac. Motion carried, all in favor.

a. Discussion and possible action on petition #6-2017, granting of a Conditional Use Permit (CUP) pursuant to s.7.027(12) stable & equestrian facility of the Sauk County Zoning Ordinance. This property is located in Section 6, T11N, R7E, Town of Greenfield, owned by Cady, LLC.
Wilson appeared and provided the background and history of the property and request, the training and set up of the facility for the participants, as well as additional construction that will take place. She also confirmed the approval by the Town Board, as well as conditions they requested be placed on the CUP.
Christine Singer, applicant, appearing in favor of the request, stated she is the Director of the Baraboo River Equine Assisted Therapies Inc., and explained what the facility will provide. She confirmed they will not board or lease animals and provided examples of the disabilities that the therapy can aid. She concluded with the staff and volunteers that the facility will house.
Terry Turnquist, Chair Town of Greenfield, stated it is a great use of the property and the Town supports it.
Ken Cady, appear in favor of the request, stated he owns the property and is in support of the program. He explained that the area they are going to use is going to be a huge improvement of the property.
Seeing as no one else wished to appear, Chair Polivka closed the public portion of the hearing at 9:33 a.m., and the committee deliberated.
Polivka stated he applauds the program.
Motion by C. Spencer/J. Ashford to approve the Conditional Use Permit to authorize the location of a stable and eequ mobile tower site, subject to all conditions of the ordinance being met. Motion carried, all in favor.
b. Discussion and possible action on petition #7-2017, granting of a Conditional Use Permit (CUP) pursuant to s.7.041(3) Landfill, clean of the Sauk County Zoning Ordinance. This property is located in Section 22, T12N, R6E, Town of Baraboo, owned by Keith Goerks.
Wilson appeared and provided the background and history of the property and request.
Dean Blum, appearing in favor of the request, stated he is the contractor that uses the site and hauls stumps, clean concrete, etc., to the site.
Spencer asked how long he has until they are finished. Blum stated he has another 4 or 5 years, depending on the economy.
John Traxler, appearing in favor, representing Mathy/Gasser, stated they own the property next to them and believes it is a good thing that they have that site, as it is an old mining site and it’s a good thing that they will be using it and cleaning it up when they are done.
Jeff Thelen, appearing as interest may appear, stated he is just here to find out what is going on, as he is looking into purchasing a house in the area.
Randy Puttkamer, appearing as interest may appear, stated he is representing the Town of Baraboo, stated it has been approved by the Plan Commission and Town Board and they have no concerns with the project/site and have had no complaints, only positive comments. It’s a good site that can take clean fill, which is a need and it can end up as a farm field instead of a hole.
Seeing as no one else wished to appear, Chair Polivka closed the public portion of the hearing at 9:40 a.m., and the committee deliberated.
Motion by C. Spencer/E. Peterson to approve the CUP to continue the operation of a clean landfill. Motion carried, all in favor.
Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Christopher & Tami Meyer located in Section 20, T11N R4E, Town of Westfield, Sauk County pursuant to Subchapter IX, of the Sauk County Zoning Code of Ordinance. Simmert appeared and explained the PRD request to reconstruct their residence and the need to get financing. He verified it meets all the requirements of the program and is approved by the Township. Motion by C. Lehman/J. Ashford to approve the conditional use permit for a Planned Rural Development (PRD) lot for Christopher and Tami Meyer. Motion carried, all in favor.
Discussion and possible approval of a single family residence CUP pursuant to Sauk County Code of Ordinance, s.7.074(3), for James Dunse located in S25, T12N, R4E, Town of Reedsburg. Simmert appeared and reviewed the request for a single family residence CUP and explained this is a requirement by DATCP and the standards that the committee is required to review. Motion by J. Dietz/C. Spencer to approve the request for single family residence CUP for James Dunse. Motion carried, all in favor.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Thursday, March 9, 2017, at 9:00 a.m. and Tuesday, March 28, 2017 at 9:00 a.m. Motion by J. Ashford/C. Spencer to adjourn at 9:50 a.m. Motion carried, all in favor.
