a. Petition 04-2019. A petition to consider a rezone from an Exclusive Agriculture zoning district to an Agriculture zoning district and conditional use permit pursuant to s. 7.027(7)(i) for a Landscape Center, owned by Dana Cook. Lands affected by the proposed rezone and conditional use are located in the SW 1/4, SE ¼, Section 14, T10N, R5E, and NW 1/4, NE 1/4, Section 23, T10N, R5E, Town of Honey Creek, part of tax parcel identification number 020-0826-00000.
b. Petition 05-2019. Petition to consider an amendment to the Sauk County Floodplain Zoning Ordinance to reflect a revised dam failure analysis for the Cazenovia Dam, Little Baraboo River, Richland County, and to adopt a dam failure analysis for the Magruder Dam, Unnamed Tributary to Plum Creek, Sauk County.

Staff present: L. Wilson, G. Templin, C. Fowler, B. Simmert, J. Bula, M. Keenan and B. Bailey.

At 9:00 a.m. Spencer called the Conservation, Planning, and Zoning Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by M. Krueger/J. Dietz to adopt the agenda as presented. Motion carried, all in favor.
Adopt minutes: Motion by B. Newport/M. Krueger to approve the February 14, 2019 minutes CPZ Committee meeting minutes. Motion carried, all in favor.

Register of Deeds
a. Department report. Bailey appeared and reviewed his department report.
b. Review and approval of vouchers. Bailey appeared and reviewed his vouchers in the amount of $8,837.78. Motion by M. Krueger/B. Newport to approve vouchers in the amount of $8,837.78. Motion carried, all in favor.
c. Discussion and possible action on 2018 Department Annual Report. Bailey appeared and reviewed his 2018 annual report. Motion by M. Krueger/J. Dietz to approve the 2018 annual report. Motion carried, all in favor.

Fowler appeared and provided the history and background of the request as well as reviewed the staff report and findings of facts. Fowler recommended conditions to be considered should the committee chose to approve the request. Fowler also verified that the Town of Honey Creek Board recommended approval.
Dana Cook, applicant, appearing in favor, stated that his wife is a landscaper and this is her business. He stated that they stockpile bark mulch during the summer months and they do not have a lot people coming to the property.
Seeing as no one else wishes to speak, the Acting Chair closed this portion of the hearing and went into deliberation.
Motion by M. Krueger/J. Dietz to recommend approval of the request for a rezone and forward to the County Board, and approve the conditional use permit for a landscape center with conditions requested by staff. Motion carried, all in favor.

Simmert appeared and provided the history and background of the request, reviewed ordinance updates and sections affected, as well as reviewed the staff report and findings of facts.

b. Conservation Poster Contest Presentation. Keenan/Bula appeared and provided a presentation on the conservation poster contest.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Thursday, March 14th at 9:00 a.m. and Tuesday, March 26th at 9:00 a.m.
Motion by M. Kruger/R. Puttkamer to adjourn the meeting at 10:00 a.m. Motion carried, all in favor.
