Conservation, Planning, and Zoning (CPZ) Committee members present: D. Polivka, E. Peterson, M. Flint, J. Ashford, C. Pettersen, C. Spencer, J. Dietz (9:04) and S. Laubscher (9:05).
Absent: None.
Others present: L. Wilson, G. Templin, M. Keenan, I. Crammond, K. Felton, S. Pate, Mark Hanson – Hoffman Planning, Design & Construction, and Mike Tatkow, Integrated Sustainable Design.
At 9:00 a.m. Polivka called the Conservation, Planning, and Zoning Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt amended agenda: Motion by M. Flint/C. Spencer to adopt the amended agenda with the change to the next meeting dates. Motion carried, all in favor.
Motion by C. Spencer/C. Pettersen to approve the July 25th CPZ Committee meeting minutes. Motion carried, all in favor.

Update on findings of Energy Efficiencies & Solar
a. Energy Efficiencies Draft Amendment update from Mike Tatkow. Tatkow stated he has presented to the entire Board and P&I; and would like to provide additional detail to this committee. He then provided an overview/slide presentation regarding recommended energy efficiency measures to establish on county properties. Peterson asked about the length of time to repeat studies. Tatkow spoke of energy codes and the things being implemented currently and suggested a “recommissioning” of the building in 5-10 years. He also spoke of a second proposal to monitor measures of the new system and to train onsite staff.
b. Update on the solar solicitation RFP – Mark Hanson. Hanson reviewed an overview/slide presentation regarding phase 2 and an RFP for 233 kW solar PV system for the HCC in September with installation completed in 2018, if approved. He spoke of the roofing project at the LEC and completing the entire project at the same time prior to a solar install. Bids are due on Nov 1, with a report due back to committees. Committee asked questions about the difference between ground panels versus roof panels, issues with knowing when a panel fails and which one it may be. Hanson explained how the panels work and that the third party investor monitors the panels to know if there is an issue. Peterson asked about the 3rd party investor. Hanson explained it is a bidding process and is typically an investment firm and the RFP will be a combined RFP with construction and 3rd party finance.
Land Records
a. Department report. Felton provided a departmental report.
b. Review and approval of vouchers. Felton provided vouchers in the amount of $1,486.25. Motion by E. Peterson/S. Laubscher to approve vouchers in the amount of $1,486.25. Motion carried, all in favor.
c. *Review of Preliminary Land Records Modernization Budget. Pate reviewed the Land Records Modernization Budget, levy request increasing $12,500 mostly due to salary increases. He explained the Land Records budget and how it is developed. Motion by C. Spencer/J. Ashford to approve the preliminary Land Records budget as presented. Motion carried, all in favor.
Register of Deeds
a. Department report and updates. Report provided via Granicus.
b. Review and approval of vouchers. Templin provided the vouchers in the absence of Bailey, for July, in the amount of $10,333.40. Motion by J. Ashford/C. Spencer to approve the vouchers. Motion carried, all in favor.
Conservation, Planning and Zoning
a. Department Report. Wilson reviewed the department report. She spoke of the committee field day at 8:45 a.m. at the County Farm. Committee members spoke of being absent and suggested another date – Monday, September 18th.
b. Review and approval of vouchers. Templin reviewed department vouchers in the amount of $70,824.62. Motion by S. Laubscher/C. Spencer to approve vouchers for a total amount of $10,775.66. Motion carried, all in favor.
c. Review and consideration of the 2018 CPZ budget. Wilson reviewed the CPZ proposed budget for 2018. Motion by M. Flint/J. Dietz to approve the preliminary CPZ 2018 budget. Motion carried, all in favor.
d. Planning Intern Report. Simmert reviewed projects that the intern was working on. Committee commended Megan on her work.
Discussion and possible action on a Conditional Use Permit for Planned Rural Development (PRD) of a lot for Donald Ploenske Living Trust located in Section 33, T12N, R7E, Town of Greenfield, Sauk County pursuant to Subchapter IX, of the Sauk County Zoning Code of Ordinance. Simmert reviewed the PRD request for Ploenske Trust for a lot in the Town of Greenfield. He spoke of the conversation rate, the agricultural use, approval from the Town of Greenfield, and staff recommendation of approval. Motion by J. Ashford/C. Spencer to approve the PRD/Conditional Use. Motion carried, all in favor.

a. Natural Resources Conservation (NRCS). No report.
b. Farm Service Agency (FSA). No report.
c. Foresters. No report.
d. Economic Development Committee. Polivka spoke of a meeting from last week and survey results recommending a liaison to work with communities to start Placemaking, incorporate a media presence, support SKIL and SCDC for a total of $130,000.
e. Mirror Lake District. Petterson spoke of a past meeting discussing excess water, weeds and an upcoming members meeting on Saturday, August 19th.
f. Lake Virginia Management District. Flint spoke of a petition regarding tree cutting.
g. Lake Redstone Management District. Dietz spoke of the annual meeting, main topic discussing dredging. Dietz requested that staff review the establishment of beaches and shoreland being filled in.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Tuesday, August 22nd at 9:00 a.m. and Thursday, September 14th, 2017 at 9:00 a.m. Motion by C. Spencer/C. Pettersen to adjourn at 11:05 a.m. Motion carried, all in favor.
