Conservation, Planning, and Zoning (CPZ) Committee members present: D. Polivka, E. Peterson, J. Ashford, M. Flint, C. Lehman, J. Dietz, S. Laubscher and N. Johnson.
Absent: None.
Others present: B. Simmert, G. Templin, M. Keenan, B. Bailey, K. Felton, K. Norgard, C. Miller, M. Krueger and M. Posewitz.
At 9:00 a.m. Polivka called the Conservation, Planning, and Zoning Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by M. Flint/S. Laubscher to adopt the agenda as presented. Motion carried, all in favor.
Motion by S. Laubscher/J. Ashford to approve the December 8th CPZ Committee meeting minutes. Motion carried, all in favor.
Public Comment:
None.
Communications:
Simmert spoke of communication relating to Baraboo River Corridor plan from Friends of the Baraboo River, a new nonprofit to assist implement the plan, applying for a JEM grant from the Wis Dept of Tourism and have asked for the Departments assistance and a letter of support. He also spoke of an email from MSA relating to the plan, who was contracted to develop the corridor plan, applying for an award for the plan, and asking for the departments support.
Johnson stated he will be resigning from the County Board/Committee at the end of this month due to his work schedule and will need someone to take over the Lake Redstone District report to the committee.
Land Records Modernization
a. Department reports and updates. Felton appeared and reviewed the department report.
b. Review and approval of vouchers. No vouchers to report at this meeting.
Register of Deeds
a. Department report and updates. Bailey appeared and reviewed the department report.
b. Review and approval of vouchers in the amount of $14,427.91. Motion by M. Flint/E. Peterson to approve vouchers in the amount of $14,427.91. Motion carried, all in favor.
Surveyor – Did not appear
a. Department report and updates.
b. Review and approval of vouchers.
Conservation, Planning and Zoning
a. Department Report. Simmert, Keenan, Templin appeared and reviewed the department report. Stieve reviewed in detail the county dam structures and updates.
b. Review and approval of vouchers. Templin reviewed department vouchers in the amount of $20,538.51 and $2,413.00. Motion by M. Flint/S. Laubscher to approve vouchers in the amount of $20,538.51 and $2,413.00. Motion carried, all in favor.
c. Discussion and possible action on issuing Notices of Noncompliance for Farmland Preservation Program participants. Motion by J. Dietz/M. Flint to issue the Notices of Noncompliance for Farmland Preservation Program participants. Motion carried, all in favor.
Discussion and possible approval of reduced width for an access easement of less than 66 feet pursuant to s.22.15 and possible approval of a reduced frontage less than 40 feet pursuant to s.22.14 Sauk County Land Division and Subdivision Regulations Ordinance by Fred Sole, S14 T9N, R3E, Town of Bear Creek. Simmert appeared and explained the request for the reduced access easement and reviewed the survey submitted, reduced frontage being 22.23 feet and reduced access easement of 22.23 feet due to using an existing access. Motion by N. Johnson/E. Peterson to approve the reduced frontage and reduced access easement, as requested. Motion carried, all in favor.
Discussion and policy direction on Chapter 7: Zoning Ordinance Amendment Package. Simmert provided 2 example maps and reviewed proposed updated changes on the ordinance amendment package. Polivka spoke of issues with the proposed changes on the parking of commercial trucks and construction vehicles. Committee consensus to remove the change to parking of commercial trucks and construction vehicles. Simmert continued to review proposed changes.
Discussion and policy direction on Chapter 26: manure Management Ordinance Repeal and Recreate. Keenan appeared and reviewed a summary of proposed changed for Chapter 26. Committee asked for more information on the citation procedures and process and how the fines would be accessed and amounts would be determined.
Reports
a. Natural Resources Conservation (NRCS). Miller appeared and provided a department report.
b. Farm Service Agency (FSA). Norgard appeared and provided a department report.
c. Foresters. No report.
d. Economic Development Committee. Polivka spoke of report from Pitts regarding the Placemaking project and gave an update on the Great Sauk Trail. Krueger spoke of trail updates and the bridge.
e. Mirror Lake District. No report.
f. Lake Virginia Management District. Dietz stated they are looking for grant money to landscape the meadow.
g. Lake Redstone Management District. Johnson spoke of dredging work to take place.
Possible closed session pursuant to Wis. Stats. 19.85(1)(c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Interview of final candidate(s) for the position of Director of Conservation, Planning and Zoning. Motion by J. Ashford/S. Laubscher. Roll call vote: Ayes: Peterson, Laubscher, Ashford, Polivka, Flint, Lehman, Johnson, Dietz. Motion carried, all in favor.
Reconvene in open session immediately following closed session. Motion by J. Dietz/C. Lehman to reconvene in open session. Motion carried, all in favor.
Recommendation to Board of Supervisors on the appointment of Director of Conservation, Planning and Zoning. Motion by J. Dietz/N. Johnson to recommend Lisa Wilson for the position of Director of Conservation, Planning and Zoning. Motion carried, all in favor with Flint absent.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Tuesday, January 24th at 9:00 a.m. and Thursday, February 9th , 2017 at 9:00 a.m. Motion by E. Peterson/C. Lehman to adjourn at 12:15 p.m. Motion carried, all in favor with Flint absent.
