Conservation, Planning, and Zoning (CPZ) Committee members present: D. Polivka, J. Ashford, M. Flint, C. Spencer, J. Dietz, and S. Laubscher (arrived at 9:07)
Absent: C. Pettersen
Others present: L. Wilson, G. Greve, M. Keenan, M. Hanson, I. Crammond, M. Krueger, T. McCumber, B. Bailey, B. Simmert
At 9:01 a.m. Polivka called the Conservation, Planning, and Zoning Committee meeting to order and Greve certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by M. Flint/C. Spencer to adopt the agenda as presented. Motion carried, all in favor.
Motion by M. Flint/C. Spencer to approve the November 28, 2017 CPZ Committee meeting minutes. Motion carried, all in favor.
Public Comment:
None.
Communications: Wilson stated the leases for the HCC need to be signed again by Committee. Krueger stated the date of the County Board Christmas Party was moved from December 23 to December 22.
Solar/Energy Efficiencies Update – Mark Hanson/Niels Wolters, Hoffman Planning and Design
a. Update on results from Solar RFP. M. Hanson updated Committee on the one bid received from Eagle Point Solar from Iowa for installing solar panels at the HCC and LEC, and options to consider. Felt it was a good bid from a good firm. The resolution will be considered at the County Board meeting on December 19.
b. Update on results of Facility Energy Efficiency RFPs. I. Crammond updated committee on the three resolutions moving forward to County Board on Dec. 19.
Register of Deeds
a. Department report. Bailey provided the department report and reviewed highlights and issues.
b. Review and approval of vouchers. Motion M. Flint/C. Spencer to approve vouchers in the amount of $15,194.63. Motion carried, all in favor.
Conservation, Planning and Zoning
a. Department Report. Wilson provided the department report and reviewed highlights and issues.
b. Review and approval of vouchers. Staff reviewed department vouchers in the amount of $27,670.75. Motion by C. Spencer/J. Ashford to approve vouchers for a total amount of $27,670.75. Motion carried, all in favor.
c. Update and possible action on county farm buildings/demolition. Need estimate from renter on cost of repairing the building, which he would like to do on his own so he can use the shed to store equipment. Wilson will ask him about costs and qualifications for handling the repairs.
d. Discussion and possible action on a conditional use permit for two Planned Rural Development (PRD) lots for Steve Schulenburg located in Section 21, T12N. R4E, Town of Reedsburg, Sauk County, pursuant to Subchapter IX, of the Sauk County Code of Ordinances. Simmert presented the proposal and map. Town of Reedsburg approved the proposal. Staff reports it meets the ordinance standards and findings of fact. Staff recommends approval. M. Flint/J. Ashford moved to approve a conditional use permit for the PRD. Motion carried, all in favor.
e. Discussion and possible action on an amendment to the Town of Merrimac Zoning Ordinance pursuant to Wis Stat. §60.62(3) T. McCumber spoke about the Town’s amendments placing limits on vacation rentals within Single Family Residential zoning. Motion by C. Spencer/J. Ashford to approve Town of Merrimac ordinance amendments. Motion carried, all in favor.
f. Discussion on Chapter 7 amendment package. B. Simmert is working on updating the ordinance regarding kennels.
Reports
a. Natural Resources Conservation Service (NRCS) -- None.
b. Farm Service Agency (FSA) -- None.
c. Foresters -- None.
d. Economic Development Committee -- Polivka spoke of Nov. 27 meeting about broadband internet service; SCIL reorganization; Great Sauk State Trail. The application deadline for the Community Liaison position is January 5.
e. Mirror Lake District -- None.
f. Lake Virginia Management District – Flint spoke of quarterly meeting discussion of kennels, fish stocking.
g. Lake Redstone Management District -- Dietz talked about spoils site for dredging; Wegner farm has created a problem whereby a woodchuck got in a weir and caused damage; the boat landing will be kept open during repairs.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Thursday, January 11, 2018 at 9:00 a.m., Tuesday, January 23, 2018 at 9:00 a.m, Motion by M. Flint/CSpencer to adjourn at 10:33 a.m. Motion carried, all in favor.
