Conservation, Planning, and Zoning (CPZ) Committee members present: J. Dietz, J. Berlin, C. Spencer, M. Krueger (9:15 a.m.), W. Wenzel, B. Newport, S. Laubscher.
Absent: G. Johnson
Others present: L. Wilson, G. Templin, M. Keenan, K. Felton, B. Bailey, S. Pate, A. Bolin and J. Erickson.
At 9:00 a.m. Wenzel called the Conservation, Planning, and Zoning Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by C. Spencer/S. Laubscher to adopt the agenda as presented. Motion carried, all in favor.
Adopt minutes: Motion by S. Laubscher/J. Dietz to approve the July 24, 2018 minutes CPZ Committee meeting minutes. Motion carried, all in favor.
Public Comment:
None.
Communications:
Wilson spoke of the conservation committee tour on October 10, 9-noon. Berlin stated she has Highway Committee. Wilson stated the link will be resent. Wilson also spoke of Clean Sweep on September 29th and requested volunteers. Dietz and Berlin volunteered.
Discussion and possible action on Resolution Commending Steve Sorenson for 30 Faithful Years of Service to the People of Sauk County. Berlin spoke of working with Steve. Motion by C. Spencer/J. Berlin to approve resolution commending Steve Sorenson for 30 Faithful Years of Service to the People of Sauk County. Motion carried, all in favor.
Discussion and possible action on Outside Agency Budget Request: Conservation Congress – Mike Rogers
Rogers appeared and gave a presentation explaining what the Conservation Congress does and how they service and represent Sauk County. He stated that the Conservation Congress is requesting $1,400. Motion by S. Laubscher/J. Berlin to approve the outside agency budget request for the Conservation Congress. Motion carried, all in favor.
Public hearing: To begin at approximately 9:15 a.m (Committee to consider and take possible action at the conclusion of the respective hearing.)
a. Discussion and possible action on an Ordinance Amendment, a request to consider amending Chapter 25, Private Sewage System Ordinance and a request to amend Chapter 20, Uniform Citation Ordinance.
Wilson appeared and provided the background and history of the ordinance amendment and reviewed the changes to be made. The committee discussed.
Seeing as no one wished to appearing, Wenzel closed the public portion of the hearing and the committee went into deliberation.
Dietz stated he read the entire proposal and it makes sense. Motion by J. Dietz/C. Spencer to approve the Ordinance Amendment for Chapter 25 and Chapter 20. Motion carried, all in favor.
Land Records
a. Department report and updates. Felton provided the department report.
b. Review and approval of vouchers. Felton reviewed vouchers in the amount of $1,016.18. Motion by J. Berlin/S. Laubscher to approve vouchers as submitted. Motion carried, all in favor.
c. Review and possible approval of 2019 Land Records Budget. Pate explained the 2019 proposed budget. Motion by J. Berlin/B. Newport to approve the 2019 Land Records budget. Motion carried, all in favor.
d. Discussion and approval for staff travel to Esri Holistic testing September 11th-14th in Redlands, CA. Felton explained the details of the testing and the programming, although information on the cost of the trip are not available. Motion by C. Spencer/J. Dietz to approve staff travel to Esri Holistic testing in Redlands, CA. Motion carried, all in favor.
Register of Deeds
a. Department report and updates. Bailey appeared and reviewed the department report.
b. Review and approval of vouchers. Bailey appeared and reviewed vouchers in the amount of $11,319.75 .Motion by J. Berlin/C. Spencer to approve vouchers as presented. Motion carried, all in favor.
Conservation, Planning and Zoning Department
a. Department report. Wilson reviewed the department report.
b. Review and approval of vouchers. Templin reviewed vouchers in the amount of $77,893.83. Motion by S. Laubscher/J. Berlin to approve vouchers as submitted. Motion carried, all in favor.
c. Discussion and possible action amending 2018 fee schedule. Motion by C. Spencer/J. Berlin to approve the amendment to the 2018 fee schedule. Motion carried, all in favor.
Solar Sauk County Update: Jenny Erickson provided an update on the Solar Sauk County program that took place throughout the county, the kilowatts products, the tonnage of coal saved and the successful partnership between UW Extension and the CPZ Department.
Discussion and possible action on Outside Agency Request: Lake Redstone Management District and Mirror Lake
Wilson explained the information provided in Granicus.
Dietz spoke of the meeting held over the weekend and the fact that he requested that representation be at the Committee meeting to make the request and plead their case for their request. He spoke of them putting out the bid again. He stated over 120 people were at the meeting and he encouraged them to be here today. The committee discussed the information presented. Motion by C. Spencer/J. Berlin to deny the request of Lake Redstone Protection District of $1 million as outside agency budget request. Motion carried, 6-0, with Dietz abstaining.
Krueger explained that Waldo Peterson attended the previous meeting and the committee approved the request at that time. Motion by M. Krueger/J. Dietz to approve the request for $10,000, for outside agency budget request. Motion carried, all in favor.
Reports
a. Natural Resources Conservation (NRCS). No report.
b. Farm Service Agency (FSA). No report.
c. Foresters. No report.
d. Economic Development Committee. Krueger spoke of outside agency requests that were heard by the Committee as well as the 2019 Budget, ADU funding, and funding to save historical sites. Krueger stated that the next meeting will be August 20th.
e. Mirror Lake District. Krueger stated the annual meeting is on August 18th.
f. Lake Virginia Management District. No report.
g. Lake Redstone Management District. Dietz referred to the discussion during the outside agency request.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Tuesday, August 28th at 9:00 a.m. and Thursday, September 13th, 2018 at 9:00 a.m. Motion by S. Laubscher/C. Spencer to adjourn the meeting at 10:40 a.m. Motion carried, all in favor.
