Conservation, Planning, and Zoning (CPZ) Committee members present: J. Dietz, C. Spencer, M. Krueger, W. Wenzel, B. Newport, G. Johnson, S. Laubscher, J. Berlin (9:18 a.m.)
Absent: None.
Staff present: L. Wilson, G. Templin, B. Simmert, K. Felton, D. O’Rourke.
Others present: See Registration slips.
At 9:00 a.m. Wenzel called the Conservation, Planning, and Zoning Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by G. Johnson/C. Spencer to adopt the agenda as presented. Motion carried, all in favor.
Adopt minutes: Motion by C. Spencer/J. Dietz to approve the October 11, 2018 minutes CPZ Committee meeting minutes. Motion carried, all in favor.

Land Records
a. Department Report. Felton appeared and reviewed the department report.
b. Review and approval of Vouchers. Felton reviewed the vouchers in the amount of $1,010.00 Motion by S. Laubscher/C. Spencer to approve the vouchers as presented. Motion carried, all in favor.
Conservation, Planning and Zoning
a. Review and approval of Vouchers. Templin reviewed the vouchers in the amount of $311.67. Motion by C. Spencer/G. Johnson to approve the vouchers as presented. Motion carried, all in favor.
Public hearing: To begin at approximately 9:15 a.m (Committee to consider and take possible action at the conclusion of the respective hearing.) At this time, Chair Wenzel recused himself, due his work on the project for the applicant.

Simmert, Conservation, Planning and Zoning, appeared to review the staff report, and provided a background and history of the request for a rezone and conditional use permits, as well as provided clarification on the issues the Town of Honey Creek has with the proposal.
Krueger asked about the Town of Honey Creek tabling their decision, and suggested that “tabling” killed the action. Krueger stated they should have postponed to a date certain, and asked if there are ongoing discussions about the items mentioned. Simmert explained the email he received.
Johnson asked about an expansion to the campground. Simmert suggested asking the applicant, but believes the proposal is just to bring the existing property into compliance.
Berlin asked why there is such a problem now if the property has been in use for 50 years. Simmert stated it is the intent of the owner to bring the property into compliance.
Berlin asked about the easement. Simmert explained the rezone and the additional conditional uses, and the access easement is important because you need proper access to the site.
Shelly Hooper, applicant, appearing in favor of the request, gave a history and background of the request, and asked for the committee to postpone action allowing the Town of Honey Creek to take action and to allow them to review the additional items received from opposing parties.
Krueger asked a question of corporation counsel, if the committee does postpone the hearing, do they take the testimony of everyone in attendance this morning. O’Rourke stated it is within the right of the committee to take testimony. Krueger feels if they give their testimony today, they are not allowed to give their testimony again on the 27th. O’Rouke stated the entire hearing could be postponed to the 27th.
Jessica Shrestha, Attorney for Sandmeiers, in opposition to the request, stated she would be willing to appear on the 27th.
Motion by M. Krueger/G. Johnson to postpone the public hearing until November 27th when more information can be obtained. Motion carried, all in favor.
Wenzel returned to the meeting (9:48 a.m.)
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Thursday, November 8th at 9:00 a.m. and Tuesday, November 27th 2018 at 9:00 a.m. Motion by C. Spencer/G. Johnson to adjourn the meeting at 9:49 a.m. Motion carried, all in favor.
