Conservation, Planning, and Zoning (CPZ) Committee members present: J. Dietz, J. Berlin, C. Spencer, M. Krueger, W. Wenzel, B. Newport, G. Johnson, S. Laubscher.
Absent: None.
Others present: L. Wilson, G. Templin, B. Bailey, K. Felton, P. Peterson.
At 9:00 a.m. Wenzel called the Conservation, Planning, and Zoning Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt agenda: Wenzel spoke of item 11 and asked for it to be removed from the agenda. Motion by S. Laubscher/C. Spencer to adopt the agenda , with item 11 removed. Motion carried, all in favor.
Adopt minutes: Motion by G. Johnson/B. Newport to approve the October 23, 2018 minutes CPZ Committee meeting minutes. Motion carried, all in favor.

Communications:
None.
Phil Peterson – USDA – Wildlife Damage Program
a. Discussion and possible action on Resolution Authorizing County Participation in the Wildlife Damage Abatement Program and the Wildlife Damage Claim Program. Peterson appeared and explained the Wildlife Damage program, its funding, and partners. Motion by J. Dietz/S. Laubscher to approve the resolution, as presented. Motion carried, all in favor.
b. Discussion and possible action on 2019 WDACP budget approval. Peterson reviewed the 2019 operating budget of $13,738.07. Motion by G. Johnson/C. Spencer to approve the budget as presented. Motion carried, all in favor.
c. Discussion and possible action on 2018 crop price establishment. Peterson explained crop pricing for corn and soybeans, and proposed a quarterly average $3.28/bushel - corn and $8.90/bushel - beans. Motion by S. Laubscher/C. Spencer to approve the crop price establishment as presented. Motion carried, as presented.
d. Discussion and possible action on 20018 90% crop harvest date setting. Peterson explained the crop harvest date setting. Laubscher suggested using December 10th, which is the crop insurance deadline date. Motion by S. Laubscher/J. Berlin to adopt December 10th as the 90% crop harvest date. Motion carried, all in favor.
Land Records
a. Department report and updates. Felton appeared and reviewed the department report.
b. Review and approval of vouchers. Felton reviewed the department report and vouchers in the amount of $6,963.85. Motion by C. Spencer/S. Laubscher to accept the report and approve the vouchers as presented. Motion carried, all in favor.
Register of Deeds
a. Department report and updates. Bailey reviewed the department report.
b. Review and approval of vouchers. Bailey reviewed the department report and vouchers in the amount of $7,780.01. Motion by C. Spencer/G. Johnson to accept the report and approve vouchers as presented. Motion carried, all in favor.
Conservation, Planning and Zoning Department
a. Department report. Wilson reviewed the department report.
b. Review and approval of vouchers. Templin reviewed vouchers in the amount of $17,554.51. Motion by C. Spencer/G. Johnson to accept the report and approve vouchers as submitted. Motion carried, all in favor.
Review and possible approval of 2019 Committee Hearing Dates Motion by C. Spencer/B. Newport to approve the 2019 committee hearing dates as presented. Motion carried, all in favor.

Next meetings of the Conservation, Planning, and Zoning Committee will be held on Tuesday, November 27rd at 9:00 a.m. and Thursday, December 13th, 2018 at 9:00 a.m. Motion by J. Berlin/C. Spencer to adjourn the meeting at 9:53 a.m. Motion carried, all in favor.
